A. MOTION TO APPROVE Memorandum of Agreement between the Florida Alcohol and Drug Abuse Association and Broward County, for a term of 12 months from the date of execution with options to renew for successive 12 month terms upon mutual written agreement, for the provision of VIVITROL treatment for State of Florida, Department of Children and Families (DCF) eligible individuals; authorizing the County Administrator to execute amendments to the Agreement, subject to approval of the same by the Office of the County Attorney; authorizing the County Administrator to take all administrative and budgetary actions related to the Agreement; and authorizing the Mayor and Clerk to execute same.

B. MOTION TO ADOPT budget Resolution No. 2017-641 to appropriate revenue in the amount not to exceed $225,000 for the provision of VIVITROL treatment for DCF eligible individuals participating in Broward Addiction Recovery Division’s Medication Assisted Treatment (MAT) program. This amount is an estimated annual reimbursement.

Why Action is Necessary
Agreements with external agencies require Board approval. Section 129.06(2)(d), Florida Statutes, requires Board approval to recognize unanticipated revenue.

This action provides funding to the Broward Addiction Recovery Division (BARC) for critical medication assisted substance abuse treatment for DCF eligible Broward County residents.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This item supports the Board's Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable," and the Goal to "Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports." This item provides assistance to one of the most vulnerable populations, individuals impacted by addiction. Medication Assisted Treatment (MAT) is an evidence based practice that has been shown to significantly increase the success rate of recovery for those facing addiction challenges.

The Center for Disease Control and Prevention (CDC) declared the national opioid crisis to be an epidemic and Governor Rick Scott officially declared the Florida opioid epidemic to be a public health emergency. This funding will provide critical medication assisted substance abuse treatment to Broward County residents.

This agreement with the Florida Alcohol and Drug Abuse Association (FADAA) provides pass-through funding received from DCF under the State Targeted Response to the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Administration’s (SAMHSA) Opioid Crisis Grant, to provide VIVITROL and treatment services for an anticipated 20 DCF-eligible individuals medically qualified to participate in BARC’s MAT program. BARC will be reimbursed for medication treatment services according to unit rates established in the Agreement.

As pass through reimbursement grant funding, no cure for termination is provided in the Agreement. However, FADAA is obligated to pay for all services accrued and unpaid at the time of termination.

This Agreement will renew annually on the anniversary of the execution date upon written mutual agreement, as long as funding through DCF is available. The Agreement does not guarantee a certain amount of funding, since the amount of funds depends upon the amount available from DCF as funded by the State Legislature, the number of agencies FADAA awarded funds to, and the rate of usage by awarded agencies. BARC estimates $225,000 may be available annually. All of these factors are fluid and will impact the funds available under this Agreement. The annual funding allocation coincides with the State’s 2018 Fiscal Year of July 1 through June 30, and is assessed and reallocated annually with the State’s Fiscal Year. FADAA provides for adjustments as necessary throughout the year.

This Agreement is in FADAA’s format and it will sign last, following approval of the Board of County Commissioners. The Agreement has been reviewed and approved as to form by the Office of the County Attorney and Risk Management Division.

Fiscal Impact
Fiscal Impact/Cost Summary:
There is no County cash or in-kind match required for this Agreement. The County will be reimbursed by the funder on a monthly basis for medicine and treatment services at the unit rate specified in the Agreement. All funding will be collected from FADAA and will be available in the Substance Abuse Services Grant Fund (93024).
