THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s vision of "Offering sustainable, compatible, innovative housing options for all income-levels, including integrated supportive housing and rapid-rehousing”. Goal: Strengthen stakeholder partnerships to increase the availability of affordable housing of all types (e.g., rental, purchase, supportive, etc.) countywide, in every community.
On December 1, 2015, the Board approved an Agreement (Item No. 25) between Broward County and Sagoma, in the amount of $1,301,000 for a period of one year, providing for administration and funding for the Broward County Housing Finance and Community Redevelopment Division's Minor Home Repair and Water and Sewer Connection Programs.
On February 9, 2016, the Board approved Agenda Item No. 21, Motion B, authorizing an increase in funding under the Agreement in the amount of $205,948, by utilizing program income generated from Fiscal Year 2015 State Housing Initiatives Partnership (SHIP) Program funding, and extending the term for one year.
On June 7, 2016, the Board approved Item No. 38 authorizing the County Administrator to enter into a First Amendment to the Agreement, increasing funding by $753,962 from the 2016 SHIP Program and the 2016 Residential Construction Mitigation Program (RCMP), and extending the term of the Agreement for one year. The County and Sagoma entered into a First Amendment on June 27, 2016, as authorized by the Board on February 9, 2016, and June 7, 2016.
On May 23, 2017, the Board approved Agenda Item No. 28 increasing funding by $835,153 from the 2015 and 2016 SHIP Programs from both the County and the City of Margate and extending the term of the Agreement for one year. The County and Sagoma entered into a Second Amendment on June 29, 2017, as authorized by the Board on May 23, 2017.
To date, Sagoma Construction Services has completed minor home repairs, exterior paint or water sewer connections on 73 homes, which included nine homes in the Broward Municipal Services District (BMSD) that obtained hurricane hardening services from the RCMP Program. Currently, more than 90 homes are in various stages of construction renovation with Sagoma, of which nine are potential candidates for the subject 2018 HLMP hurricane hardening repairs.
This request to increase funding under the Agreement will enable the County to continue providing hurricane hardening home repair services in the BMSD through the services provided by Sagoma Construction Services.
Staff is recommending that Hurricane Loss Mitigation Program (HLMP) funds for the State Fiscal Year 2018 in the amount of $194,000 be added to the existing Agreement to provide mitigation hardening to the exterior of homes of income eligible households located in the BMSD in accordance with the terms of the Agreement. It is anticipated that a minimum of nine households will obtain hurricane hardening repairs which may include, but are not limited to, re-roofs, window replacement, installation of hurricane shutters, or installation of impact resistant exterior doors. The projects must be completed by June 30, 2018, with a maximum per housing unit cost of $40,000. Sagoma administered this program for Broward County last year and potential clients from the BMSD are currently aware of the program.
