THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE EMERGENCY MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
On February 5, 2013, Agenda Item No. 22, Resolution No. 2013-034, the October 2012 ELMS was adopted by the Board.
The Federal Emergency Management Agency (FEMA) requires that local jurisdictions review and update their local mitigation plan to reflect developmental changes, progress of local mitigation efforts and changes in priorities, and resubmit the local mitigation plan for approval.
Broward County’s Emergency Management Division received a Legislative Pre-Disaster Mitigation Grant (approved by the Board on April 26, 2016, Agenda Item No. 11) to update the ELMS incorporating results from the Threats Hazards Identification and Risk Assessment (THIRA). All 31 municipalities and various private sector stakeholders were involved in the ELMS update process.
The Emergency Management Division held public meetings on June 12, 2017 and August 17, 2017, for public comment prior to submitting the proposed ELMS to the State of Florida and FEMA for final review and acceptance. On October 18, 2017, the State of Florida issued an Approval Pending Adoption of the ELMS (Exhibit 1). Formal approval from FEMA will be issued following adoption by the Board.
The ELMS (Exhibit 2) represents Broward County’s blueprint for how it intends to reduce the impact of natural and human-caused hazards on people and the built environment. The purpose of the ELMS is to follow a more robust and detailed plan that will help reduce the County’s risk by engaging a wider range of stakeholders. The ELMS conforms to the scope of work in the mitigation grant, while also closely mirroring FEMA Enhanced State Mitigation Plan regulations.
The current Enhanced Local Mitigation Strategy expires on March 18, 2018.
