THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s vision of "Offering sustainable, compatible, innovative housing options for all income-levels, including integrated supportive housing and rapid-rehousing”. Goal: Strengthen stakeholder partnerships to increase the availability of affordable housing of all types (e.g., rental, purchase, supportive, etc.) countywide, in every community.
Under the terms of the agreement (Exhibit 2), RTBC will implement the "Minor Home Repairs Pilot Program." This program is based upon a 25 point Health and Safety Assessment performed by RTBC, to provide minor home improvements and safety upgrades at a minimum of $1,500/home for an estimated 20 low income, elderly, veteran, and disabled homeowners residing within the BMSD. These improvements may include completing deferred maintenance home repairs, emergency efficiency upgrades or accessibility modifications at no cost to the homeowners. Broward County's funding shall be leveraged with other funds, gifts, donations, and volunteer efforts obtained by RTBC. Additionally, RTBC will coordinate a "Martin Luther King, Jr. Day of Service Block Rebuild". This event shall coordinate volunteers and sponsors for the holiday weekend. Volunteers will perform services under the "Minor Home Repairs Pilot Program", or general community enhancements, including landscaping, vacant lot clearing and general beautification activities within the BMSD.
Staff is recommending $10,000 in BMSD funds be allocated to RTBC for this initiative. Board approval of this motion authorizes the County Administrator to execute said attached Agreement.
This Agreement has been approved as to form by the Office of the County Attorney.
