THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This recommendation supports the Commission Value of “Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the Goal to “Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent supportive housing for persons experiencing, or at risk of, homelessness,” through the provision of services that focus on a range of community needs.
On September 26, 2017, at the Fiscal Year 2018 Budget Workshop, there was consensus from the Board for direct allocation of funds to the specified service providers. The direct allocations are not related to any prior or current Human Services Request For Proposal process or solicitation. Approval is now being requested for disbursement of adopted and supplemental budget awards for Fiscal Year 2018 funding of new contracts utilizing both re-occurring and non-reoccurring funds (Exhibit 1, Attachment A). Agreements with non-reoccurring funds are effective January 1, 2018 to December 2018 to allow for 12 months of funded services. Agreements with re-occurring funds are effective October 1, 2017 through September 30, 2018, and will allow agencies to bill retroactively for services provided.
Of the six providers receiving funding, two providers, Business Leadership Institute (BLI) and First Call for Help of Broward, Inc. (211-Broward), previously provided County funded services. While BLI met all outcomes for Fiscal Year 2017, 211-Broward did not. Exhibit 1, Attachment B identifies: 211-Broward's unmet outcomes, contributing factors and actions taken to address performance issues. All new agreements will be monitored and evaluated for performance.
On August 22, 2017, (Item No. 12), the Board approved the standard Unit of Service form agreement and the Consultant form agreement on August 12, 2014 (Item No. 6). The Office of the County Attorney will review and approve all new agreements prior to execution by the County Administrator.
