THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Board’s Value of “Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the Goal to “Effectively advocate and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.” This Agreement enhances the promotion of the public's health, the control and eradication of preventable diseases, and the provision of primary health care for special populations.
Retroactive approval is requested as Broward County did not receive the Fiscal Year 2018 Core Operating Agreement until August 29, 2017 for review and it was finalized on November 22, 2017.
In accordance with Section 154.001, Florida Statutes, Broward County provides annual funding to the County Health Department ("CHD") Trust Fund, which was established in 1931. This Agreement provides for the fulfillment of that obligation and enables the DOH to continue to promote and improve the health and safety of the citizens of Broward County by providing environmental health, communicable disease control, and primary care services. The Fiscal Year 2018 budget for DOH-CHD is $36,108,129; Broward County funds $1,827,864 of that. In addition to this financial contribution, Broward County provides DOH use of seven county facilities, valued at $2,693,816, where DOH-CHD provides services. The Broward County-owned facilities are listed on Attachment IV to the Agreement.
The DOH establishes its outcome measures on an annual basis. All Fiscal Year 2016-2017 outcomes were met. The Fiscal Year 2018 performance outcomes remain the same and are listed in Exhibit 2, Attachment VIII of the Agreement. As part of the DOH’s continuous quality improvement activities, it is undertaking an assessment of its business model under the Governor's Sterling Award for 2018. The results of this process will include a Feedback Report with key strengths and opportunities for improvement, based on the 2018 Sterling Criteria for Performance Excellence. Therefore, DOH has requested that Broward County apply a portion of the allocated funding for the application fee. The Community Partnerships Division, Human Services Department supports this request as it will result in improved services for Broward County residents.
Attachment II, Part II of the Agreement, Sources of Contributions to CHD Trust Fund, identifies the source of all contributions, including Broward County's funding of $1,827,864. The CHD Trust Fund ledger is separated into State and County Funding at the start of each State Fiscal Year. Any revenue that does not derive from the State is accounted for on the County side of the ledger. This does not obligate Broward County to any additional funding beyond the appropriated $1,827,864.
The Agreement has been reviewed and approved as to form by the Office of the County Attorney. The Agreement is in the State's format, per Section 154.01(3), Florida Statutes, and DOH will sign last, following the Board’s approval.
