MOTION TO ADOPT budget Resolution No. 2017-548 within the Law Enforcement Trust Fund for the Broward Sheriff's Office in the amount of $19,621 for the purpose of providing matching funds for the Victims of Crime Act (VOCA) grant.

Why Action is Necessary
Florida Statutes 932.7055(5)(a) requires that proceeds from the disposition of liens and forfeited property obtained from criminal procedure and corrections be deposited in a special law enforcement trust fund to be used for law enforcement purposes. Recommendation of the Sheriff and Board approval are necessary to appropriate LETF funds.

Summary Explanation/Background
The Broward Sheriff's Office supports this LETF request for matching funds for the BSO Criminal Investigations Division. BSO receives a grant from the Florida Office of the Attorney General in the amount of $78,481. BSO will be providing matching funds in the amount of $19,620. The Victims of Crime Act (VOCA) was enacted in 1984 to provide federal funding to assist state, local, and private non-profit agencies to provide direct services to victims of crime. Services are defined as those efforts that respond to the emotional and physical needs of crime victims, assist victims of crime to stabilize their lives after victimization, assist victims to understand and participate in the criminal justice system, and provide victims of crime with a measure of safety and security.

Funds are available within the Law Enforcement Trust Fund for this action. According to BSO, the current balance of the LETF, as of November 15, 2017 is $3,924,082 in the local account ($2,462,556 of which is unrestricted) and $5,490,990 in the federal account ($2,351,040 of which is unrestricted). This action will utilize $19,621 in unrestricted local funds.
