A. MOTION TO RETROACTIVELY APPROVE EMPG sub-grant agreement between Broward County and the Florida Division of Emergency Management in the amount of $347,474, to support Broward County's emergency management and preparedness program from July 1, 2017 to June 30, 2018; continue to provide for a dollar-for-dollar in-kind match; authorize the Mayor to execute the Agreement; and authorize the County Administrator to take the necessary administrative and budgetary actions for the implementation of the grant award.

B. C. MOTION TO ADOPT budget Resolution No. 2017-549 in the amount of $694,948 (includes a $231,668 County General Fund match), within the Emergency Management Grant Fund for the purpose of supporting Broward County's emergency management functions.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE EMERGENCY MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

In accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended, 42 U.S.C. 5121-5207, Emergency Management Performance Grant (EMPG) funds may be used for all-hazards emergency management operations, staffing, and other planning, training, or coordination activities as specified in the EMPG Fiscal Year 2018 Scope of Work. Based on Fiscal Year 2017-2018 legislative appropriations, Broward County's Federal EMPG award this Fiscal Year is $347,474. The award must be expended by June 30, 2018. This sub-grant agreement requires a dollar-for-dollar non-Federal match. The grant funding will be utilized to support six existing positions within the Emergency Management Division.

Pursuant to Section 252.373, Florida Statutes and Rule Chapter 27P-19, Florida Administrative Code, the Florida Division of Emergency Management offers annual county base grant funding from the Emergency Management Preparedness and Assistance (EMPA) Trust Fund to assist counties with the implementation and administration of local emergency management programs, including planning and training activities as outlined in the EMPA Grant Scope of Work. Based on Fiscal Year 2017-2018 legislative appropriations, Broward County’s State grant award this Fiscal Year is $115,806. The award must be expended by June 30, 2018. The grant funding will be utilized to support two existing positions within the Emergency Management Division.

The grants are supplemented by a $231,668 "in-kind" County General Fund contribution, consistent with the terms of the awards.
