B. MOTION TO AUTHORIZE Director of Purchasing to award resulting open-end contract to reasonable source, Tom Evans Environmental, Inc., for Grundfos Brand Pumps, Repair Parts, and Repair Services for Water and Wastewater Services, in the annual estimated amount of $470,000, and authorize the Director of Purchasing to renew the contract for two, one-year periods, for a three-year potential estimated amount of $1,410,000. The initial contract period begins on the date of award and terminates one year from that date.

Why Action is Necessary
A. In accordance with the Broward County Procurement Code, Section 21.34, a sole source/brand procurement above the award authority of the Director of Purchasing must be approved and awarded by the Board.

B. In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

The purpose of this contract is to provide Grundfos brand pumps, repair parts, and repair services. Water and Wastewater Services has approximately 48 Grundfos brand pumps operating throughout the County. These pumps are utilized in the water and wastewater treatment process for drainage, ground wells, and master lift stations.

On July 3, 2017, the Purchasing Division issued a Request for Information (RFI) to ascertain whether there were any other entities able to provide Grundfos brand pumps, repair parts, and repair services. There were three responses to the RFI. Two of the respondents could provide parts only and not repair services. The third respondent could not provide evidence of being a manufacturer authorized repair facility. Additionally, the manufacturer indicated that the sole representative and authorized service center for all Grundfos products in Florida (except for counties west of and including Jackson, Calhoun, and Gulf) is Tom Evans Environmental, Inc. Based on this information, the Director of Purchasing recommends approval of this reasonable source designation (Exhibit 1).
