THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION AND THE PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

The Office of Economic and Small Business Development (OESBD) established a 15% Disadvantaged Business Enterprise (DBE) participation goal for this Agreement and Premiere Design Solutions, Inc., (PDS), a DBE firm, committed to 36% DBE participation; as of October 31, 2017, PDS has achieved 80.02% participation (Exhibit 2).
The Transit Division is requesting approval of Work Authorization No. 16.07 with PDS, for a not-to-exceed amount of $418,784, to provide continuing services (on an as-needed basis) for project management assistance in support of ongoing Broward County Transit Division’s Capital Improvement projects including transit shelters and bus stop improvements and other construction projects. These projects are funded by various Federal Transit Administration (FTA) grants. Additionally, this item provides BCT with adequate staffing to continue completing designs, permitting and the applicable construction activities associated with scheduled capital improvements throughout the various municipalities.
As background, on February 5, 2013 (Item No. 50), the Board approved the award of Contract No. V1018717R1, Consultant Services for Architectural and Engineering Services for the Transit Division, for an initial two-year term with three additional one-year renewal options. The initial maximum not-to-exceed amount of this Federal Transit Administration (FTA) grant funded contract was $480,000 for the initial two-year term and the total five-year not-to-exceed amount was $1,200,000 (including $240,000 per year for years three to five). On October 22, 2013 (Item No. 38), the Board approved a funding threshold increase to the contract in the amount of $500,000 from previous threshold of $480,000 for the initial two-year term, for a maximum not-to-exceed threshold of $980,000 for the initial two-year term, and a five-year not-to-exceed total amount of $1,700,000 (included $240,000 annually for three one-year renewals). The threshold increase was necessary to expedite the transit shelter construction program as well as other federally funded transit projects. At that time, however, the contract was not amended to reflect those threshold funding increases. On May 19, 2015 (Item No. 9), the Board approved the first amendment to the contract which increased the total compensation for the first two-years of the agreement and increased the annual threshold amount to $990,000 per year for the remaining three years of the contract.
This work authorization was negotiated in a Sunshine Meeting held on August 30, 2017, attended by representatives from Premiere Design Solutions, Inc. and Transit Division staff.
