MOTION TO APPROVE Agreement between Broward County and Robinson Aviation (RVA), Inc. for Airport Ramp Control Services, Request for Proposals (RFP) No. A2114410P1, for the Aviation Department, for an initial three-year term in the maximum not-to-exceed amount of $4,470,000, and a total not-to-exceed amount of $50,000 for optional services for the duration of the contract inclusive of renewals, and authorize the Director of Purchasing to renew the contract for two additional one-year periods, in the maximum not-to-exceed amount of $2,980,000, for a potential five-year maximum not-to-exceed amount of $7,500,000; and authorize the Mayor and Clerk to execute same. The Agreement will begin on December 19, 2017 and end three years from that date.

VOTE: 9-0.  Commissioner Geller voted in the affirmative telephonically.
Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT/OPERATIONS DIVISION RECOMMEND THE APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not assign County Business (CBE) goals for this project, because there are no subcontracting opportunities for CBE contractors (Exhibit 3).
 
This Agreement provides the services of a qualified firm to manage and coordinate the safe and expeditious movement of aircraft traversing between the movement areas, the commercial air carrier ramps and remote parking areas at the Broward County Fort Lauderdale-Hollywood International Airport (FLL). Services will include providing ground traffic management for ingress and egress to aircraft gates and remote parking areas. The firm will also participate in various coordination meetings and collaborate with Broward County Aviation Department staff, Federal Aviation Administration staff, and other FLL stakeholders to develop best management operational practices and procedures.

On June 6, 2017 (Item No. 65), the Board approved the Request for Proposals (RFP) No. A2114410P1, Airport Ramp Control Services. One firm submitted a proposal in response to the RFP.

On October 13, 2017, a Combination Initial and Final Evaluation Committee meeting was held. The Evaluation Committee accepted and ranked Robinson Aviation (RVA), Inc., the current service provider, by voice vote. 

The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from October 16, 2017 through October 18, 2017, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposer. There was no additional information submitted within this timeframe.

The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from October 19, 2017 through October 25, 2017, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no additional information submitted within this timeframe.
 
Three Sunshine meetings were held to negotiate this Agreement: October 25, 26, and 30, 2017. These meetings were attended by representatives of Robinson Aviation (RVA), Inc., the Aviation Department, the County Attorney's Office, and the Purchasing Division.
