B. MOTION TO ADOPT Resolution No. 2017-545 accepting Quit Claim Deed for property located east of 7380 Wiles Road in Coral Springs from Sunshine Water Control District at no cost to the County; and authorize recordation of same. (Commission District 2)

ACTION:  (T-10:35 AM)  Approved.

Why Action is Necessary
A. and B. Board of County Commissioners' approval is required to accept an interest in real property pursuant to Broward County Administrative Code, Section 6.23.
What Action Accomplishes
A. Provides Broward County with a drainage easement to allow for drainage, retention and outflow of surface water generated from Wiles Road.

B. Allows Broward County to construct the road widening project without revising the original design.

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION/REAL PROPERTY SECTION AND HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

Wiles Road from Riverside Drive to Rock Island Road is a County road located in the City of Coral Springs. The Wiles Road Project is jointly funded by Broward County and the Florida Department of Transportation through a County Incentive Grant Program Agreement approved by the Board of County Commissioners on June 3, 2014 (Item No. 8). The project includes, widening of this approximately one-mile segment from four to six lanes and installing complete streets elements such as, designated bicycle lanes and sidewalks, drainage, landscaping, irrigation, street lighting and signalization improvements.

During design development, it was identified that a drainage easement and a small parcel of land were required to facilitate roadway alignment and drainage. The City of Coral Springs and Sunshine Water Control District were notified and agreed to provide the County with the necessary easement and property, respectively.

A. The easement from the City of Coral Springs will allow drainage, retention and outflow of surface water  from the recently expanded Wiles Road to a portion of Whispering Woods Park. Whispering Woods Park is a city park located at 7701 Wiles Road in Coral Springs and identified by Folio Number 4841-11-08-0030. 

B. The Sunshine Water Control District has agreed to convey a 350-square-foot portion of its property located east of 7380 Wiles Road and identified by Folio Number 4841-14-04-2760. Accepting title to this property will allow the Wiles Road Project to be constructed in accordance with the existing drainage and sidewalk design, eliminating time and costs associated with revising the plans.

All documents have been reviewed and approved as to form by the Office of the County Attorney.
