THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/SOLID WASTE AND RECYCLING SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 15% for this contract. Treecycle Land Clearing, Inc. committed to 15% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 2).
The purpose of this contract is to provide services for the processing, removing and disposing of yard waste piles generated from the Broward County Landfill. In accordance with the bid specifications, all yard waste stockpile material, with the exception of any non-vegetative waste (manufactured goods/products), must be processed and recycled or beneficially used. The disposition location of all processed yard waste must comply with all regulatory requirements and must be pre-approved by Solid Waste and Recycling Services. The vendor must submit proof of disposition with all invoices for payment.
In accordance with the Broward County Living Wage Ordinance No. 2008-45, as amended, Section 26-101 (i), these are covered services. Treecycle Land Clearing, Inc. has agreed to be bound to the contractual obligations of the Living Wage Ordinance.
The Solid Waste and Recycling Services Division has reviewed the bid submitted by Treecycle Land Clearing, Inc. and concurs with the recommendation for award (Exhibit 3). Three performance evaluations were completed for Treecycle Land Clearing, Inc.; the firm has an overall rating of 4.29 out of a possible 5.0. Copies of the performance evaluations are available upon request.
There was no protest or appeal filed regarding this procurement.

The bid validity for this project expired on July 29, 2017. Treecycle Land Clearing, Inc. agreed to extend the bid validity upon award through early December 2017 for Bid No. G2113717B1. This procurement combines three different contracts that provided similar services. Delays in processing this procurement were due in part to the extensive requirements of confirming that the prices were fair and reasonable.
The bid posted on March 2, 2017 and opened on March 29, 2017; two responses were received with no declinations (Exhibit 1).
