THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 15% for these Agreements. Cartaya and Associates Architects, P.A. has committed to 51% CBE participation, and Synalovski Romanik Saye, LLC has committed to a 15% CBE participation, which the OESBD reviewed and approved (Exhibit 5).
This solicitation was processed pursuant to Chapter 287.055, Consultants Competitive Negotiation Act (CCNA).
These two separate Agreements provide professional services for “work of a specified nature” assigned pursuant to work authorizations. The professional services will include the following: serving as the County’s design criteria professional; providing peer review of County projects; serving as a threshold or special inspector; providing permit-related plan review and other services, as may be required by respective jurisdictional agencies within Broward County; assisting in the County’s development of non-project specific design criteria, design guidelines, detailing, and specifications; assisting in the County’s development of procedural and administrative standards and documentation for County projects; assisting with the development of alternative delivery contract models for County projects; providing construction contract administration and inspection services for County projects; assisting in County lead negotiations with consultants and contractors; providing bid/award analysis, concurrence support, and providing plan review and construction inspections on behalf of the County, pursuant to the provisions of Section 110.8 of the Florida Building Code.
On March 28, 2017 (Item No. 50), the Board approved the Request for Proposals (RFP) No. R2111778P1, Architectural and Engineering Services for Works of a Specified Nature. One of the objectives of the RFP solicitation was to seek two qualified firms that will provide the needed services. Five firms submitted proposals in response to the RFP.
On July 31, 2017, an Initial Evaluation Committee Meeting was held. The Evaluation Committee determined that four firms were responsive and responsible to the requirements of the RFP, and that Covenant Engineering, Inc. was non-responsible to the State of Florida Registered Architect License and the State of Florida Registered Landscape Architect License requirements of the RFP.
On August 8, 2017, a Final Evaluation Committee Meeting was held. The Evaluation Committee named Cartaya and Associates Architects, P.A., as the first ranked firm and Synalovski Romanik Saye, LLC, as the second ranked firm.
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from August 9, 2017 through August 11, 2017, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. No additional information was received during that timeframe.
The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from August 14, 2017 through August 18, 2017, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no formal protest filed during this timeframe.
On August 22, 2017 (Item No. 122), the Board approved the Evaluation Committee's final ranking of the qualified firms and authorized staff to proceed with negotiations.
Two separate Sunshine meetings were held with each firm to negotiate these Agreements on October 10 - 11, 2017. These meetings were attended by representatives of Synalovski Romanik Saye, LLC; Cartaya and Associates Architects, P.A., the Construction Management Division, and the Purchasing Division.
The Evaluation Committee consisted of:
