MOTION TO AWARD open-end contract to single bidder, Kraftwerk International Interiors, Inc., a certified County Business Enterprise firm, for Awning Repair and Replacement Services, Bid No. X2114467B1, for the Port Everglades Department and other Broward County agencies, in the annual estimated amount of $328,926, which includes allowances in the amount of $12,000, and authorize the Director of Purchasing to renew the contract for two one-year periods for a maximum three-year potential estimated amount of $986,778. The initial contract period begins on the date of award and terminates one year from that date, contingent upon the receipt and approval of performance and payment guaranty.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development designated this project as a reserved project for County Business Enterprise (CBE) firms and determined that Kraftwerk International Interiors, Inc. is a CBE firm (Exhibit 2).

The purpose of this contract is to provide awning repair and replacement services at Port Everglades and various other Broward County agency locations on an as needed basis to repair or replace existing awnings damaged by normal wear and tear and severe weather conditions.

In an effort to solicit potential bidders, the bid opening date was extended for a two-week period to allow for vendor outreach; however, the solicitation resulted in the receipt of a single bid submittal, by Kraftwerk International Interiors, Inc.

This procurement carries a 100% performance and payment bond. The Purchasing Division has confirmed with the surety company that Kraftwerk International Interiors, Inc. has the capacity to obtain the required bond.

The allowance items included in this contract in the annual amount of $12,000 include: $4,500 for parts and materials and $7,500 for non-Broward County permits and fees. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor's actual incurred cost, without mark-up (Exhibit 1).

In accordance with the Living Wage Ordinance, No. 2008-45, as amended, Section 26-101(f), these services are subject to the Living Wage. Kraftwerk International Interiors, Inc. has committed to pay its workers at least the minimum requirements of the Living Wage Ordinance for the duration of this contract.

The Port Everglades Department has reviewed the bid submitted by the single bidder, Kraftwerk International Interiors, Inc., and concurs with the recommendation for award (Exhibit 3).

Six vendor performance evaluations have been completed for Kraftwerk International Interiors, Inc.; they have an overall rating of 4.47 out of a possible rating of 5.0. Copies of the vendor's performance evaluations are available upon request.

The bid posted on May 19, 2017 and opened on June 30, 2017; one bid was received with no declinations (Exhibit 1).

There was no protest or appeal filed regarding this procurement.

The bid validity for this project expired on October 28, 2017. Kraftwerk International Interiors, Inc. agreed to extend the bid validity through award for Bid No. X2114467B1.
