MOTION TO ADOPT Resolution No. 2017-530 directing the County Administrator to publish Notice of a Public Hearing to be held on December 5, 2017, at 10:00 a.m., in Room 422 of the Governmental Center to consider adoption of a proposed Resolution, the title of which follows: (Commission District 8)

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, DESIGNATING THE BUZZARDS ROOST ARCHAEOLOGICAL SITE A HISTORIC RESOURCE; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

VOTE:  8-0.  Commissioner LaMarca was not present.
Why Action is Necessary
Pursuant to Section 5.533 of the Code of Ordinances of Broward County, a written recommendation shall be forwarded to the Board of County Commissioners for approval, approval with conditions, or denial of the historic designation nomination, based upon the evidence presented at a public hearing before the Board.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT, THE PLANNING AND DEVELOPMENT MANAGEMENT DIVISION AND THE BROWARD COUNTY HISTORIC PRESERVATION BOARD RECOMMEND APPROVAL OF THE ABOVE MOTION.

Ordinance No. 2014-32, approved by the Board in September of 2014, established a new regulatory framework for historic and archaeological preservation in Broward County. It also created a Historic Preservation Board to review development projects and to designate historic resources and archaeological sites.

On July 2016, Broward County received Certified Local Government (CLG) recognition for its historic preservation program and Historic Preservation Board (HPB) by the State of Florida and the Federal Government. Among CLG compliance requirements is the designation and protection of important historic and archaeological sites.

On July 25, 2017, the HPB recommended that the Buzzards Roost Archaeological Site in Pembroke Pines, Broward County, Florida be designated as a historic resource under Sec. 5-533(a)(2)(a), (c), and (d) of the Broward County Code, due to the site's archaeological significance. The property is owned by the City of Pembroke Pines, which was notified of the HPB Hearing pursuant to the Code. The site was previously set aside as part of a preserve area created pursuant to Section 6(E) of the Chapel Trail Development Order. In 1992, it was added to the list of Broward County Local Areas of Particular Concern (LAPCs) due to the site’s unique potential for future research. The property is generally located at the southeast end of the Chapel Trail Park and Nature Preserve (Exhibit 4). If the Board sets a public hearing for this item, the City of Pembroke Pines, as the local jurisdiction and property owner, will be provided notice of the hearing. It is noted that the City has provided comments indicating no objection to the historic resource designation of this site (Exhibit 5).
