THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.
This item supports the Broward County Board of County Commissioners' Value of "Ensuring economic opportunities for all people and businesses in Broward" and Goal to "Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental, and community needs."
The Slip 1 (Berths 9 and 10) Widening Project in the Northport area at Port Everglades is intended to widen the existing slip from 300 feet to 450 feet to accommodate larger petroleum tank vessels at the port. On February 7, 2017 (Item No. 10), the Board approved a deliberately phased Agreement between Broward County and HDR Engineering, Inc., for Design and Engineering Services - Port Everglades Slip 1 Expansion for a total contract amount of $6,347,506, which includes a maximum not-to-exceed amount of $5,949,404 for basic services and $398,102 for reimbursable expenses for planning, programming, design, and other construction-related activities for the project.
The original Joint Participation Agreement (JPA) between Broward County and the Florida Department of Transportation (FDOT) for the Slip 1 (Berths 9 and 10) Widening Project at Port Everglades was approved by the Board on September 24, 2013 (Item No. 9). The original JPA approved a project cost of $6,000,000, and provided Florida Seaport Transportation and Economic Development (FSTED) 311 F.S. grant funds of $3,000,000 to Broward County for expenses related to planning, programming, design, and construction-related activities for the project, with $3,000,000 in matching funds to be provided by the County.
The original JPA was executed by FDOT in October 2013, followed by a time extension executed in 2015 to extend the project to the maximum allowable time of July 31, 2019. Since the construction of this project will extend beyond July 31, 2019, FDOT has approved the disbursement of an additional $200,000 in Fiscal Year 2017/2018 FSTED grant funds, with an additional $200,000 in matching funds to be provided by the County, increasing the total project cost to $6,400,000, to cover the balance of programming and design costs through July 31, 2019. This Supplemental Joint Participation Agreement (SJPA) provides a full 50% match of state funds for this phase of the project. A separate agenda item addresses state grant funding for the construction of the project.
Completion of this project is needed for Port Everglades to accommodate larger petroleum tank vessels, resulting in increased safety and additional capacity and throughput potential.
A requirement of this funding is to execute SJPA No. 1 between FDOT and Broward County prior to disbursement of any funding. SJPA No. 1 is written in the standard FDOT format and has been approved as to form by the Office of the County Attorney. FDOT will execute the SJPA after County approval.
