MOTION TO RETROACTIVELY APPROVE Memorandum of Understanding (MOU) between United Health Partnerships, Inc. (UHP) and Broward County regarding continuation of the Broward Municipal Services District Healthy Community Zone (HCZ) Community Liaison position through UHP at a total cost to the County of $7,620, and shall become effective on November 1, 2017 and end on October 31, 2018.

Board of County Commission approval is required to enter into a memorandum of understanding with an external agency.

On September 10, 2015, the Board of County Commissioners approved agenda item No. 17 establishing the Healthy Community Zone in the BMSD and agreement with Broward Regional Health Planning Council, Inc. (BRHPC).
Summary Explanation/Background
This action supports the Board's Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable" and the Goals to “Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems”, with special emphasis on health and well-being.

On September 10, 2015, the Board of County Commissioners approved agenda item No. 17 establishing the Healthy Community Zone in the Broward Municipal Services District and agreement with Broward Regional Health Planning that provided for technical assistance and initial funding of the Community Liaison position value at $100,000 at no cost to the County.

This memorandum of understanding (Exhibit 1) sets forth guidelines regarding the continuation of the Broward Municipal Services District Healthy Community Zone (HCZ) Community Liaison position from November 1, 2017 through October 31, 2018. The position will be an employee of UHP but will be dedicated 30 hours per month for assisting with healthy initiatives in the BSMD.

The HCZ Community Liaison position will continue to build local momentum and consensus around the importance of developing a community framework that promotes shared planning, goals and commitment directed to building a healthier well connected community.

• Developing a sense of community through outreach and engagement.
• Improving the quality of life for citizens within the BMSD by addressing underlying issues impacting community health.

The BMSD HCZ Community Liaison helped communicate the message of the County’s commitment to invest in our future and improve our communities. The BMSD HCZ is an on-going initiative supported by a network of County agencies, community leaders and business owners, and community partners.
