A. MOTION TO FILE FOR THE RECORD summary report on the Transit Transitional Employment (TTE) Pilot Program.

VOTE: 9-0.  Commissioners Geller and Holness voted in the affirmative telephonically. 

B. MOTION TO RETROACTIVELY APPROVE reinstatement of the agreement between Broward County and OIC of South Florida (“OIC-SFL”), for the delivery of supplemental bus cleaning service, and extend of the term of the agreement for an additional two years at an annual cost $847,761, which is an estimated total cost of $1,695,522 over a two-year period.

Why Action is Necessary
A. Board approval is necessary to file report on Transit Transitional Employment (TTE) Pilot Program.

On June 14, 2016, agenda item 50, the Board approved the Transit Transitional Employment Pilot Program.
Summary Explanation/Background
On June 14, 2016, the Board of County Commissioners (Board) approved the Transit Transitional Employment (TTE) Pilot Program.  To document the progress and success of the program, attached is a summary report (Exhibit 1).

The program targeted persons with a median household income of less than $36,273; areas with an unemployment rate of 15.4% or more;  or disabled individuals for eligibility to this pilot program. Persons residing anywhere in Broward County with a criminal infraction that is non-violent or not a sexual offense are also eligible for the pilot program.

As part of the TTE pilot program, a pathway to employment component allowed for full-time employment with Broward County. Seven candidates were recommended for employment as a coach service attendant (CSA). To date, two employees have successfully met all criteria and accepted full-time employment with Broward County. 

To continue the success that has been realized to date through the program, County staff is recommending retroactively Board approval of reinstatement and extension of the term of the agreement between Broward County and OIC of South Florida - OIC-SFL for the delivery of supplemental bus cleaning service for an additional two years at an annual cost $847,761, which is an estimated total cost of $1,695,522 over a two year period.

Due to economies of scale, challenges associated with staffing the on-site supervisor position and meeting the programs eligibility requirements, ARC Broward (ARC) opted to discontinue providing service, after September 30, 2017. OIC-SFL has agreed to continue the pilot program with responsibility for the locations previously serviced by ARC. The three cleaners employed by ARC were transitioned over to become OIC employees.
