Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL AND CONSUMER PROTECTION DIVISION (ECPD) RECOMMEND APPROVAL OF THE ABOVE MOTION.

Approval of this motion will allow the County Attorney to draft proposed Ordinance amendments to address several topics discussed at a July 25, 2017 taxicab workshop (Exhibit 1). The workshop was conducted in accordance with Board direction at the February 21, 2017 Transportation Workshop. The proposed changes will be in addition to those required to address the state preemption of certain local government regulation of Transportation Network Companies (TNCs). The drafting of TNC related changes was approved by the Board on June 6, 2017 (Item 23). Finally, during the August 22, 2017 Commission Meeting (Item 115), the Commission requested staff bring for the Commission's consideration a 90-day extension to the time allowed to redeem Wheelchair Accessible Vehicle placeholder tickets (changing the current redemption time from 90 days to 180 days).

The July 25, 2017 Taxi Workshop had 19 attendees representing five taxi companies and the United Drivers of Broward, Inc. Several items were discussed at the workshop. Items for which consensus was reached include permitting ride sharing for taxicabs; improving the efficiency of the current Certificate of Public Convenience and Necessity lottery process; eliminating the Certified Motor Carrier License (this license has not been used since its inception, nor did any workshop attendee indicate any plan to use the license); and increasing the maximum taximeter rate (taxicabs can charge any rate that does not exceed the maximum taximeter rate).
