A. MOTION TO ACCEPT sub award agreement from the Urban Institute, in the amount of $50,000, to support Phase II of the Jail Population Management Data Dashboard project.

B. MOTION TO ADOPT budget Resolution No. 2017-516 within the Non OGA Grant Fund to appropriate revenue in the amount of $50,000 for the purpose of supporting Phase II of the Jail Population Management Data Dashboard project, and to approve all necessary and administrative actions to implement the grant.

Why Action is Necessary
Administrative Code of Broward County, Part V.20.31, Federal and State Grants. “Any contract required to be executed by Broward County in order to receive a grant, shall be submitted to the Board of County Commissioners for approval.”

Supplemental budget Resolution No. 2015-699 within the General Fund. Staff recommended an appropriation to BSO for PHASE I of a Detention Population Data Dashboard project. BSO will contract with Microsoft to create an online dashboard available to the County which will report real time detention facility population information as well as historical data. $204,000 was appropriated from the General Fund.

Summary Explanation/Background
COUNTY ADMINISTRATION AND GRANTS ADMINISTRATION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

Relates to Fiscal Years 2016-2020 Commission Strategic Plan (Updated 2017), In furtherance of the Board of County Commissioners’ Value C: Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable and the attendant goals C.1: Effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care and C.3: Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent, supportive housing for persons experiencing, or at risk of, homelessness.

This is a sub award from the Urban Institute, created by funds from the John D. and Catherine T. MacArthur Foundation, in the amount of $50,000, to support the partnership between the Broward Sheriff’s Office and Broward County, to build a Business Intelligence (BI) platform that will allow for data from BSO’s Jail Management System to be readily accessible and presented in an Offender Management Dashboard. The implementation of the Offender Management Dashboard will support search, discovery and analytics across the Offender Management data repository.

The overall objective on the development and implementation of the Offender Management Dashboard is to decrease the in-custody average length of stay and reduce the jail population. The dashboard is expected to enable efficient and accurate reporting; provide more advanced pattern and trend analysis; and empower stakeholders to adapt, deploy and operationalize criminal justice information based on quantifiable measures.

Fiscal Impact/Cost Summary:
Appropriates funding to be passed-through to BSO, in the amount of $50,000, from the MacArthur Foundation to fund Phase II of the Offender Management Dashboard project. Phase I of the project was funded by Broward County in the amount of $197,400.
