A. MOTION TO ADOPT Resolution No. 2017-499 of the Board of County Commissioners of Broward County, Florida, authorizing the filing of an application for federal assistance for Fiscal Year 2017 with the Federal Transit Administration (FTA) pursuant to 49 U.S.C., Section 5307, Urbanized Area Formula Grants, in the amount of $25,062,881, under the Federal Transit Act as amended; authorizing the Director of the Transportation Department to furnish FTA with additional information which may be required; and providing for an effective date.  This increases the existing capital budget of $21,272,730 by $3,790,151.

ACTION:  (T-10:45 AM)  Approved.
 
VOTE: 9-0.  Commissioners Geller and Holness voted in the affirmative telephonically. 

B. MOTION TO ADOPT Resolution No. 2017-500 of the Board of County Commissioners of Broward County, Florida, authorizing the filing of an application for federal assistance for Fiscal Year 2017 with the Federal Transit Administration (FTA) pursuant to 49 U.S.C., Section 5339, Bus and Bus Facilities Formula Grants, in the amount of $2,635,618, under the Federal Transit Act as amended; authorizing the Director of the Transportation Department to furnish FTA with additional information which may be required; and providing for an effective date.

ACTION:  (T-10:45 AM)  Approved.
 
VOTE: 9-0.  Commissioners Geller and Holness voted in the affirmative telephonically. 

C. MOTION TO ADOPT budget Resolution No. 2017-501 within the Fiscal Year 2017 Transit Capital Grant Fund for the Transit Division, in the amount of $3,790,151.

D. MOTION TO ADOPT budget Resolution No. 2017-502 within the Fiscal Year 2017 Transit Capital Grant Fund for the Transit Division, in the amount of $2,635,618.

Why Action is Necessary
A & B. Broward County, FL, as the grant applicant and recipient of federal financial assistance, is required by the U.S. Department of Transportation to take official action to authorize the Director of the Transportation Department and the County Attorney, or designated personnel, to execute and file necessary grant applications and all FTA-required documents for Federal assistance on the FTA’s Internet-based grant system.

C & D. Pursuant to Florida Statutes Section 129.06(2)(d), revenue requires Board action by Resolution to accept and allocate the funds.

Summary Explanation/Background
 TRANSPORTATION DEPARTMENT AND TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS

This item supports the Board’s Vision and Goals for "Cooperatively Creating an Efficient and Accessible Regional Intermodal Transportation Network" by providing additional capital funding to improve and enhance the transit system.

As part of the Moving Ahead for Progress in the 21st Century Program (MAP-21) and the Fixing America's Surface Transportation (FAST) Act, funds from the Federal Transit Administration (FTA) are distributed by formula to the “Miami Urbanized Area,” (Miami UZA) consisting of Miami-Dade, Broward, and Palm Beach counties. Grant programs identified within this agenda item include: 5307 Urbanized Area Formula and 5339 Bus and Bus Facilities.

FTA 5307 programs fund eligible costs associated with: purchasing buses, preventative maintenance, maintenance and rehabilitation of transit and passenger facilities, construction, communications, security, and transit enhancements (e.g., bus stop infrastructure, computer hardware and software). The 5339 program funds replace, rehabilitate and purchase buses and related equipment, as well as construct bus-related facilities. The formula allocation is based on a combination of factors including: bus revenue vehicle miles, bus passenger miles, fixed guideway revenue vehicle miles, fixed guideway route miles, high-intensity bus systems using high-occupancy vehicle lanes, population and population density and number of low-income individuals.

The letters sent to the FTA Region 4 Administrator signed by the four county transit agencies, PalmTran, Broward County Transit (BCT), Miami-Dade Transit and the South Florida Regional Transportation Authority (SFRTA), outline the total allocation for the Miami UZA and the allocation to each sub-recipient based on FTA's formula for the grants (Exhibit 3). The 2017 FTA 5307 apportionment to Broward is $25,062,881 and increases BCT’s adopted Fiscal Year 2017 capital budget of $21,272,730 by $3,790,151. The 2017 FTA 5339 Bus and Bus Facilities apportionment for Broward is $2,635,618.
