Why Action is Necessary
A. In accordance with the Broward County Procurement Code, Section 21.34, a sole source/brand procurement above the award authority of the Director of Purchasing must be approved and awarded by the Board.

B. In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000.

A. Approves the reasonable source designation with the authorized manufacturer representative.

B. Provides for the purchase of a replacement Ruhrpumpen deep injection well pump.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

The Office of Economic and Small Business Development did not assign participation goals to this contract based on the sole source/sole brand request.

The purpose of this contract is to procure a replacement Ruhrpumpen deep injection well pump with corresponding 800 horsepower General Electric (GE) motor. Broward County's North Regional Wastewater Treatment Plant (NRWWTP) disposes of approximately 60% of its daily treated wastewater through the deep well injection process. There are a total of six deep wells powered by a total of five Ruhrpumpen vertical turbine pumps. The requested pump with motor is used to move industrial process liquids and is a vital part of the wastewater treatment process. The requested purchase is a direct replacement for existing equipment, which has reached the end of its useful life.

On June 29, 2017, the Purchasing Division issued a Request for Information (RFI) to ascertain whether there were any other entities able to provide a replacement Ruhrpumpen deep injection well pump. There were no responses to the RFI. Additionally, the manufacturer indicated that the sole municipal Ruhrpumpen agent for new equipment and parts in Florida is Environmental Equipment Services, LLC. Based on this information, the Director of Purchasing recommends approval of this reasonable source designation (Exhibit 3).

Water and Wastewater Services has reviewed the response submitted by Environmental Equipment Services, LLC and concurs with the recommendation for award (Exhibit 2). No vendor performance evaluations were completed for Environmental Equipment Services, LLC.

There is no previous contract for these commodities.

The solicitation posted on August 15, 2017 and opened on August 21, 2017 (Exhibit 1).
