In accordance with the Broward County Procurement Code, Section 21.31.a.4., the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program, nor assign County Business Enterprise participation goals (Exhibit 2).

The purpose of the contract is to supply and deliver three vacuum storm water and sewer trucks to be utilized by the Highway and Bridge Maintenance Division, to ensure continuity of service of the storm water system operations and to comply with the Florida Department of Environmental Protection (FDEP), Municipal Separate Storm Sewer System Permit/MS4, and the National Pollution Discharge Elimination System Program (NPDES). These trucks will replace existing trucks, which have exceeded their service life.

The Highway and Bridge Maintenance Division has reviewed the bid submitted by GS Equipment, Inc. DBA Great Southern Equipment Company and concurs with the recommendation for award (Exhibit 3). There were no performance evaluations completed.

The purchasing agent has researched the prices submitted by the recommended bidder, GS Equipment, Inc. DBA Great Southern Equipment Company, and has determined that the prices submitted are fair, reasonable and aligned with market analysis for the industry (Exhibit 4).

There was no protest or appeal filed regarding this procurement.

This contract does not replace any other contract.

The bid posted on July 17, 2017 and opened on August 11, 2017; three bids were received with no declinations (Exhibit 1).
