THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 15% for this contract. AUM Construction, Inc., a certified CBE firm, committed to 100% self-participation, which was reviewed and approved by the OESBD (Exhibit 2).
The purpose of this contract is to provide all labor, materials, equipment, services and incidentals for the intersection improvements at Sunrise Boulevard and Satin Leaf Way/White Seahorse Way in the City of Sunrise, Florida. Improvements to the intersection include: installation of mast arm assemblies and foundations, traffic signal displays, pedestrian signals, associated cabling and wiring, Americans with Disabilities Act (ADA) compliant curb ramps, milling of existing asphalt, resurfacing, signing, and pavement markings.
This procurement carries a 100% performance and payment guaranty. The Purchasing Division confirmed with the surety company that AUM Construction, Inc. has the capacity to obtain the required guaranty.
The allowance item incorporated in this contract, in the amount of $10,000, is for permit fees and unforeseen conditions. Expenditures under this allowance must be approved by the contract administrator and will be reimbursed at the contractor's actual incurred cost, without markup.
The Highway Construction and Engineering Division reviewed the bid submitted by the low bidder, AUM Construction Inc., and concurs with the recommendation for award (Exhibit 3). Two performance evaluations were completed for AUM Construction, Inc.; the firm has an overall rating of 2.61 out of a possible 5. Copies of vendor performance evaluations are available upon request.
The recommendation for award was posted on the Purchasing Division website from August 30, 2017 to September 6, 2017. There was no protest or appeal filed regarding this procurement.
The amount referenced in this agenda is rounded to the nearest whole dollar. Vendor payments will be based on the bid specifications. The bid tabulation reflects the actual amount of the award.
The bid posted on June 29, 2017 and opened on July 26, 2017; five bids were received with no declinations (Exhibit 1).
