THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE RESOLUTION.
This item supports the Board’s vision of offering sustainable, compatible, innovative housing options for all income levels, including integrated supportive housing and rapid-rehousing: Goal 1: Facilitate a regional approach to growth and redevelopment through coordination and collaboration at the federal, state, county, and local levels; Goal 2: Strengthen stakeholder partnerships to increase the availability of affordable housing options of all types (e.g. rental, purchase, supportive, etc.), county-wide, in every community; and Goal 3: Develop, through effective community collaboration, neighborhoods and communities incorporating intermodal connectivity, while integrating energy efficiency, community resilience, and other livability standards and initiatives.
The SHIP Program funds being recognized for Fiscal Year 2017/2018 are included in the statewide amount of $135,500,000, which will be distributed among the 119 SHIP jurisdictions, as listed on Exhibit 2, SHIP Program Allocation Fiscal Year 2017/2018. Broward County’s share of the allocated funds in the amount of $1,411,053 will be available for the following strategies: Special Needs/Barrier Free Housing, Home Repair and Exterior Paint Assistance, Purchase Assistance, Rental New Construction, and Foreclosure Prevention Assistance. The cities of Margate and Weston have entered into interlocal agreements with the County to implement and administer their respective allocated SHIP Program funds for Fiscal Years 2017, 2018 and 2019. The City of Margate’s share of $244,129 (plus additional funds in the amount of $273,079 from the Florida Housing Finance Corporation (FHFC), as listed on Exhibit 3), will be available for the following strategies: Special Needs/Barrier Free Housing and Home Repair Assistance. The City of Weston’s share of $283,633 will be available for the following strategies: Special Needs/Barrier Free Housing, Home Repair Assistance and Purchase Assistance.
The State of Florida requires that each local government must use a minimum of 20% of its allocation to serve "persons with special needs," as defined in Section 420.0004, Florida Statutes, with priority given to developmentally disabled persons. Therefore, it is recommended that SHIP Program funds be distributed to the Special Needs/Barrier Free strategy in the amount of $442,400, which will provide assistance to a minimum of ten qualified households with a maximum of up to $40,000 per household, depending upon household income.
The Department and Division recommend distributing SHIP Program funds to the remainder of the strategies in the following amounts: (i) Purchase Assistance for first time homebuyers in the amount of $298,305, which will provide assistance to a minimum of four qualified applicants with a maximum of up to $60,000 per applicant/household; (ii) Home Repair Assistance in the amount of $800,000, of which $50,000 is available for exterior paint assistance in the Broward Municipal Services District, and will provide assistance to a minimum of 20 qualified households with a maximum of up to $40,000 per household, depending upon household income; (iii) Foreclosure Prevention Assistance in the amount of $100,000, which will provide assistance to a minimum of ten qualified applicants with a maximum of up to $10,000 per household; and (iv) Rental New Construction Assistance in the amount of $350,000, which will provide assistance to developers of multifamily rental new construction units. The developers may use up to $60,000 towards the production of one unit.
Ten percent (10%) or $221,189 of the combined allocation of Broward County's allocation of $1,411,053, plus City of Margate's allocation of $517,208, and the City of Weston’s allocation of $283,633 for SHIP Fiscal Year 2017/2018 funding is allocated for administration.
