A. MOTION TO ADOPT budget Resolution No. 2017-460 within the Law Enforcement Trust Fund for the Broward Sheriff's Office in the amount of $657,255 for the purpose of renovating the Pompano Beach Indoor Shooting Range.

ACTION:  (T-10:21 AM)  Approved.

VOTE: 7-0.  Mayor Sharief was not present during the vote.  Commissioner Bogen was not present.

B. MOTION TO ADOPT budget Resolution No. 2017-461 within the Law Enforcement Trust Fund for the Broward Sheriff's Office in the amount of $1,189,334 for the purpose of supporting the Forfeiture Unit for Fiscal Year 2018.

ACTION:  (T-10:21 AM)  Approved.

C. MOTION TO ADOPT budget Resolution No. 2017-462 within the Law Enforcement Trust Fund for the Broward Sheriff's Office in the amount of $296,374 for the purpose of supporting the Juvenile Firesetters Intervention Program for Fiscal Year 2018.

Why Action is Necessary
Florida Statutes 932.7055(5)(a) requires that proceeds from the disposition of liens and forfeited property obtained from criminal procedure and corrections be deposited in a special law enforcement trust fund to be used for law enforcement purposes. Recommendation of the Sheriff and Board approval are necessary to appropriate LETF funds.

A. Provides LETF funding in the amount of $657,255 for the renovation of the Pompano Beach Indoor Shooting Range.

B. Provides LETF funding in the amount of $1,189,334 to support the Forfeiture Unit for Fiscal Year 2018.

C. Provides LETF funding in the amount of $296,374 to support the Juvenile Firesetters Intervention Program for Fiscal Year 2018.

Summary Explanation/Background
A. The Broward Sheriff's Office is requesting LETF funds to renovate, repair, and refurbish the indoor range at 100 SW 3rd Street, Pompano Beach. Once completed, the range will allow Broward Sheriff's Office Deputies from the Department of Law Enforcement and Department of Detention to train with no restrictions on hours or weather conditions.

B. The Broward Sheriff's Office supports this LETF request for $1,189,334 to fund the Broward County Forfeiture Unit. Funding for this program is shared by local forfeiture and justice Law Enforcement Trust Fund.

C. The Broward Sheriff's Office supports this LETF request for $296,374 to fund the Broward County Juvenile Firesetter Prevention and Intervention Program. Funding for this program is shared by the Pay Telephone Trust Fund and the Law Enforcement Trust Fund. Broward County's Juvenile Firesetter Prevention and Intervention programs provide specialized fire safety education for children ages 2-17 and target at-risk children and teens with an interest in or a history of starting fires, initiating bomb threats, creating destructive incendiary devices, or pulling fire alarms. By offering fire safety education instruction and community outreach presentation the program helps reduce incidents of injury, property loss, and death. Follow-up surveys and six month monitoring process complete the program which has proven highly successful in reducing recidivism.

Fiscal Impact/Cost Summary:
Funds are available within the Law Enforcement Trust Fund for these actions. According to BSO, the current balance of the LETF, as of September 15, 2017 is $4,770,380 in the local account ($3,330,878 of which is unrestricted) and $5,894,869 in the federal account ($3,050,665 of which is unrestricted). These actions will utilize $1,278,808 in unrestricted local funds and $864,155 in unrestricted federal funds.
