Summary Explanation/Background
THE PURCHASING DIVISION AND THE OFFICE OF REGIONAL COMMUNICATIONS AND TECHNOLOGY RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not establish a County Business Enterprise participation goal (Exhibit 2).

The Broward County Office of Regional Communications and Technology contracted with the consultant firm Fitch & Associates, LLC in early 2016 to review the three Regional Consolidated Public Safety Answering Point (PSAP) locations and performed a gap analysis for improvements. The final report, “Assessment of the Broward County Regional E911 Consolidated Communication Systems” was released in December 2016. Within the report, one of the recommendations was to implement an Independent Quality Assurance program for call handling of 911 centers.

The purpose of this solicitation is to engage the services of a qualified firm to provide Independent Quality Assurance and Quality Improvements Services (QA/QI Services) for call handling within the three regional consolidated public service answering points. The request is for the services of quality assurance through evaluation, and it also includes reporting, gap analysis, training curriculums, and quality improvement recommendations.

The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best coverage as outlined in the RFP (Exhibit 1).
