Summary Explanation/Background
THE PURCHASING DIVISION AND THE SELECTION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.
 
This procurement was solicited to engage the services of a qualified firm to finance, design, construct, operate, and maintain one or more mini-soccer complex(es) at Tradewinds Park and Brian Piccolo Park.

The Board approved the Request for Letters of Interest (RLI) No. R2113880R1 on May 2, 2017 (Item No. 20). One firm submitted a proposal in response to the RLI. Given the limited response, the opening date was extended for an additional week to encourage more participation; however, after the extension period, no additional responses were received.

On August 23, 2017, a Combination Shortlist and Presentation Ranking was held. The Selection Committee short-listed and accepted the single ranked firm, U.S. Soccer 5, LLC (Exhibit 1).

The Selection Committee's proposed recommendation of ranking was posted on the Purchasing Division website from August 24, 2017 through August 28, 2017, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.

The Selection Committee's final recommendation of ranking was posted on the Purchasing Division website from August 29, 2017 through September 05, 2017, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
