The Office of Economic and Small Business Development did not establish goals for this procurement for Small Business Enterprises under the Sheltered Market Program, or assign County Business Enterprise participation goals (Exhibit 2).
The purpose of this contract is to provide propane gas and tanks to various County agencies on a monthly or an as-needed basis. Due to the variable nature of pricing for propane gas, prices offered are based on a firm, fixed mark-up above the weekly average per gallon based on the Hattiesburg, Mississippi Index as published in the Butane Propane News (BPN), Weekly Propane Newsletter (WPN).
In an effort to solicit potential bidders, the bid opening date was extended for a one-week period to allow for vendor outreach; however, the solicitation resulted in the receipt of a single bid submittal, by AmeriGas Propane, L.P.
The initial bid submitted by AmeriGas Propane, L.P. was a $.299 mark-up per gallon; the vendor offered a voluntary price reduction on Line Item 1, from the $.299 mark-up per gallon to a $.295 mark-up per gallon, resulting in a price reduction of $580 per year. The Broward County Procurement Code, Section 21.30.f.2(c), allows for a voluntary price reduction of the bid price, if the reduction does not result in the modification or deletion of any condition of the bid.
The Facilities Management Division has reviewed the bid submitted by the low bidder, AmeriGas Propane, L.P., and concurs with the recommendation for award (Exhibit 3). Four performance evaluations were completed for AmeriGas Propane, L.P.; the firm has an overall rating of 3.85 out of a possible 5.0. Copies of the vendor performance evaluations are available upon request.
The purchasing agent has researched the prices submitted by the recommended bidder, AmeriGas Propane, L.P., and has determined that the prices submitted are fair, reasonable and aligned with market analysis for the industry in comparison to the previous Broward County contract and State of Florida's contract pricing (Exhibit 4).
The bid posted on July 17, 2017 and opened on August 4, 2017; one bid was received with no declinations (Exhibit 1).
There was no protest or appeal filed regarding this procurement.
The amounts referenced in this agenda were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The price analysis reflects the actual amount of the award.
