MOTION TO AWARD open-end contract to low responsive, responsible bidder, Evergreen Cleaning Service, Inc., a County Business Enterprise for FLL Pressure Washing Services, Bid No. Z2114075B1, for the Broward County Aviation Department's Maintenance Division, in the annual estimated amount of $457,900, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $1,373,700. The initial contract period begins on the date of award and terminates one year from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT/MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development designated this project as a reserved project for County Business Enterprise (CBE) firms and determined that Evergreen Cleaning Service, Inc. is a CBE firm (Exhibit 2).

The purpose of this solicitation is to provide a contract for continuing pressure washing services for Broward County Fort Lauderdale-Hollywood International Airport's terminal and rental car center sidewalks, pedestrian bridge walkways, knee walls and surfaces.

From April 24 to July 27, 2017, the Purchasing Division and Broward County Aviation Department's Maintenance Division (Aviation's Maintenance Division) performed due diligence in reviewing Evergreen Cleaning Service, Inc.'s bid and performance evaluations from its other Broward County contracts related to pressure washing services. As a result of this review, the Purchasing Division and Aviation’s Maintenance Division met with Evergreen Cleaning Service, Inc. on July 27, 2017, to elaborate on the expectations required to satisfactorily fulfill the services required in the scope of work. The Purchasing Division, Aviation's Maintenance Division and Evergreen Cleaning Service, Inc. discussed the dedicated personnel, equipment, high volume/public activity areas, and the frequency change of pressure washing needs from previous solicitation of once per week to twice per week. It was determined that Evergreen Cleaning Service, Inc. fully understands the scope of work required for this contract.

Aviation's Maintenance Division has reviewed the bid submitted by Evergreen Cleaning Service, Inc. and concurs with the recommendation for award (Exhibit 3).

On May 6, 2014 (Item No. 21), the Board approved Contract No. Z1187905B2, Airport Pressure Washing with certified Small Business Enterprise (SBE) vendor, TRASHCO, LLC. The contract term started on May 6, 2014 and ended on August 3, 2017.

On May 4, 2017, Aviation's Maintenance Division requested a 90-day extension to Contract No. Z1187905B2, while the responses for Solicitation No. Z2114075B1 were under review. Due to the due diligence in reviewing Evergreen Cleaning Service, Inc.'s bid, Aviation's Maintenance Division requested an interim contract to ensure that these critical services were not disrupted.

On July 18, 2017, the Purchasing Division contacted TRASHCO, LLC, to confirm that it was willing to accept an interim contract with a commencement date of August 4, 2017. TRASHCO, LLC responded on July 18, 2017, confirming its willingness to accept an interim contract with all the terms and conditions of its previous contract remaining the same. The Purchasing Division awarded an interim contract to TRASHCO, LLC, with an effective date of August 4, 2017, on a month-to-month basis for a period not-to-exceed six months.

The Director of Purchasing has determined the apparent low bidder, Kita Corp, to be non-responsive to the bid due to the vendor not meeting the CBE Reserve Requirements.

Two performance evaluations were completed for Evergreen Cleaning Service, Inc.; they have an overall average rating of 3.41 out of a possible 5.0. Copies of the vendor's performance evaluations are available upon request.
 
Incumbent: TRASHCO, LLC.  Contract Title: Airport Pressure Washing.  Contract No. Z1187905B2, Contract Term: May 6, 2014 to August 3, 2017. Expenditures to date: $596,795.

There was no protest or appeal filed regarding this procurement.

The bid validity for this project expired on August 17, 2017.  Evergreen Cleaning Service, Inc. agreed to extend the bid validity through October 31, 2017 for Bid No. Z2114075B1.

The bid posted on March 29, 2017 and opened on April 19, 2017; 17 bids were received with one declination (Exhibit 1).
