VOTE: 6-0.  Commissioner LaMarca and Mayor Sharief were not present during the vote.  Commissioner Ryan was not present.

Section 20.8 of The Administrative Code requires that a report be submitted to the Board at the beginning of each year to establish the position cap.

Summary Explanation/Background
Staff has compiled the Fiscal Year 2018 Position Cap based on the Fiscal Year 2018 Recommended Budget and amendments to be adopted by the Board at the September 26th budget public hearing. The Fiscal Year 2018 position cap of 5,941 reflects a net increase of 162 positions compared to the revised Fiscal Year 2017 cap. This net increase reflects the addition of 173 new positions and the elimination of 11 positions.

The 173 positions added to the personnel cap are briefly described below. These positions include six auditor positions in the Office of the County Auditor; one position for database management and analysis in the Office of Regional Communication and Technology; and one position in the Office of Economic and Small Business Development to coordinate the Countywide apprenticeship program with County and outside agencies. In the Human Services Department: four positions are added to enhance the Juvenile Predisposition program; four positions are added to the Family Success Division to provide financial coaching to customers; five positions are added in the Elderly and Veterans Services Division to increase services to enable more seniors to age in place; 45 positions are added to open the new Broward Addiction and Recovery Center (BARC) with additional beds and staffing; seven positions are added to increase staffing at the Booher Residential BARC Facility; five positions are added address the increase in mandated referrals of child abuse cases; and one position is added to address increased workload associated with additional non-profit contracts in the Community Partnerships Division. Six positions are added in the Libraries Division to implement a floating team and three positions are added in the Parks Division to address increases in the maintenance workload. One position is added in the Medical Examiner's Office to assist with increasing caseload; and three positions are added in the Convention and Visitors Bureau,  two for convention and group sales and one to assist with implementing competitive funding processes. One position is added in the Planning and Development Management Division to provide technical support to users of the on-line permitting system; and one position is added to the Air Pollution program to assist with grant and contractual compliance. One position is added to the Transit Division to meet new federal fixed asset requirements; and one position is added to expand the “Wellbeing” program for County employees and provide benefit assistance. Three positions are added in the Facilities Management Division to manage building automation and security systems at the new West Tower and to in-source maintenance at the Traffic Engineering building. Four positions are added to Highway and Bridge Maintenance Division to support daily spraying and testing for Zika infected mosquitoes and one part-time position is added to the Traffic Engineering Division to address  increased account clerk workload. Fifty-seven positions are added to Aviation to enhance the overall guest experience and to staff expanded terminal and Federal Inspection Service space. Three maintenance positions are added to Port Everglades in accordance with the recently completed maintenance study. Nine capital project positions are added including three to address an increase in the number and scope of construction projects and six positions to assess the condition of County facilities.
