MOTION TO APPROVE Interlocal Agreement, made and entered into by and between Broward County and the City of Miramar, to provide Inspections, Monitoring, and Blasting Related Services by the Broward County Building Code Services Division of the Environmental Protection and Growth Management Department. (Commission District 8)

Why Action is Necessary
The Interlocal Agreement must be approved by the Broward County Board of Commissioners pursuant to Chapter 19, Part XIII, of the Broward County Administrative Code.

Executes a new Interlocal Agreement to provide the City of Miramar with Inspections, Monitoring, and Blasting Related Services.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE BUILDING CODE SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s Value of consistently delivering responsive, efficient, quality services to the public and internal customers: Goal 4: Build into every process and service effective checks and balances that do not cause inefficiency, but rather ensure consistency, continuity, and quality. This Interlocal Agreement allows for efficient and consistent review and monitoring of blasting related services.

It is the policy of the Broward County Board of County Commissioners to offer services to local municipalities and other agencies that seek to either supplement their department or transfer responsibilities to the County upon execution of an Interlocal Agreement. The attached Interlocal Agreement for Inspections, Monitoring, and Blasting Related Services (Exhibit 2) is effective upon execution by all parties and expires two years from Board approval. The County agrees to perform the services set forth in Section 1 and charge applicable fees to the applicant pursuant to Chapter 40, Part VI, of the Broward County Administrative Code per Article 2 of the Interlocal Agreement.

The County Attorney’s Office has approved this agreement as to form.

Fiscal Impact
Fiscal Impact/Cost Summary:
The Building Code Services Division will realize full cost recovery for expenses incurred as a result of providing this service by charging applicable fees to applicant, pursuant to Chapter 40, Part VI, of the Broward County Administrative Code.
