Summary Explanation/Background
THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's values of “Cooperatively delivering an efficient and accessible regional intermodal transportation network”; and ”Consistently delivering responsive, efficient, quality services to the public and internal customers”, by securing a vendor for the preparation of a ten-year Transit Development Plan (TDP) in order to continue to receive annual state grant funding to support the County's transit system.

The Office of Economic and Small Business Development established a Disadvantaged Business Enterprise participation goal of 20% for this project (Exhibit 2).

The purpose of this solicitation is to engage the services of a qualified firm to generate a Broward County Transit (BCT) ten-year TDP for Fiscal Years 2019-2028 for the Transit Division. The TDP is BCT's strategic business plan and visioning document. The TDP will define the public transportation needs in Broward County, evaluate the services BCT currently provides, involve a robust public participation process, coordinate and seek input from stakeholders and existing planning efforts, develop agency and community goals and objectives, develop a plan of transit capital and service alternatives that addresses the community’s transit needs and develop an action plan that can be monitored and updated by BCT on an annual basis.

Rule 14-73.001, Florida Administrative Code, titled “Public Transit,” requires Broward County to create a TDP as its planning, development, and operational guidance document, based on a ten-year horizon and conduct a major update every five years. Section 14-73.001, Florida Administrative Code, requires the Board of County Commissioners, as the transit system’s governing body, to develop and adopt a TDP and provide annual updates to receive state public transit block grant funds. Per the current Florida Department of Transportation (FDOT) 2018-22 Work Program, BCT is slated to receive $9.46 million in State Public Transit Block Grant funds once the Fiscal Years 2019-28 TDP is adopted by the Board and approved by FDOT.

The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required FDOT mandated tasks and BCT’s strategic transit analysis needs as demonstrated in the scope of work. Proposers are required to determine the best method to accomplish the specialized services, with price being weighed against other factors. Experience in the development and approval by FDOT of a ten-year major TDP and other innovative strategic transit planning solutions needed by BCT must be demonstrated by the proposing firm and its personnel.
