MOTION TO AUTHORIZE County Administrator to execute and file agreement(s) and amendment(s) necessary to receive reimbursement of federal and state funds to acquire streetcar vehicles for the Wave Project; and authorize the County Administrator to take all necessary administrative and budget actions.

ACTION:  (T-12:49 PM)  Approved.  The Board requested that the Board be provided with an update relative to cost per passenger.  (Refer to minutes for full discussion.)

Summary Explanation/Background
BROWARD COUNTY ADMINISTRATION, OFFICE OF MANAGEMENT AND BUDGET AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This item supports the Board's value for "Cooperatively delivering an efficient and accessible regional intermodal transportation network."

Joint Participation Agreement(s) (JPA) between Broward County and FDOT will provide for up to 50% of the estimated total cost of the Wave Streetcar Vehicles from Siemens Industry, Inc., through “piggybacking” on the Charlotte Area Transit System vehicle contract, of $29,245,198 (the “CATS Estimate”). 

In the second amendment that went before the Board on September 14, 2017 (Item No. 61), Section 4.01(4) specified that FDOT would transfer funds to cover any excess above the $29,245,198 (the delta) from the Department's project funds. However, the September 14, 2017 action did not include the authorization required to execute a future agreement with FDOT for the transfer of those funds, thus requiring this action.

Fiscal Impact
Fiscal Impact/Cost Summary:
The total estimated cost is now $31,470,661 (see Exhibit 1 for breakdown). The Wave Project agreement provides for $15,608,746 of local share (City of Fort Lauderdale, Downtown Development Authority and County funds), 50% of $29,245,198 ($14,622,599) from FDOT's Small Starts federal grant, and an estimated excess amount of $1,239,316 to be provided by FDOT.
