A. MOTION TO APPROVE one reasonable source designation to utilize South Florida Community Care Network, LLC, D/B/A Community Care Plan (CCP) for administration of the new Narrow Network Health Plan for Plan Year 2018.

B. MOTION TO APPROVE Agreement between Broward County and South Florida Community Care Network, LLC, D/B/A Community Care Plan (CCP) for the provision of Administrative Management Services for the new Narrow Network Health Plan, including wellness and disease management programs, for Broward County employees, retirees, COBRA participants, survivors and their eligible dependents for the Human Resources Division, and authorize the Mayor and Clerk to execute same. The contract period will be effective January 1, 2018 for an initial one-year term, subject to three one-year renewals.

Why Action is Necessary

Motion A: In accordance with the Broward County Procurement Code, Section 21.34, a sole source/brand procurement above the award authority of the Director of Purchasing must be approved and awarded by the Board.

Motion B: In accordance with the Broward County Procurement Code, Section 21.31.b.2, Board approval is required for professional services agreements greater than $100,000 per annum or $200,000 for multi-year contracts; and Board approval is necessary to select and implement the County’s insurance plans.

What Action Accomplishes
Motion A: Provides approval of one reasonable source request.

Motion B: Provides an alternative health plan design utilizing a network comprised of four major hospital groups in Broward County for active employees, COBRA and Retiree participants: North Broward Hospital District, Memorial Healthcare System, Holy Cross Hospital and Cleveland Clinic - Weston.

Summary Explanation/Background
THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT AND THE HUMAN RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

To prepare for open enrollment for calendar year 2018, currently scheduled to begin on October 16, 2017, this item seeks the Board’s approval of an Agreement for Administrative Management Services with Community Care Plan for the administration of the new Narrow Network health and pharmacy plan.

As discussed at the Budget Workshop on August 22, 2017,  the County would eliminate the Consumer Driven Health (CDH) Low Plan and  implement a new, Narrow Network health plan through Community Care Plan (CCP), a third party administrator, through a most reasonable source designation as follows:
  • The Narrow Network plan would be limited to physicians, facilities and hospitals in the Memorial Healthcare System, North Broward Hospital District, Holy Cross Hospital and Cleveland Clinic Florida - Weston.
  • The plan would offer employees a higher benefit level (similar benefits to the CDH High Plan) at an employee rate similar to the CDH Low Plan, but limited to the narrow network.
On September 14, 2017 (Item No. 60), the Board approved the funding and employee rates for Plan Year 2018, which included the new CCP Narrow Network Health Plan. As part of this item, the Board approved the elimination of the CDH Low plan is replacing it with a Narrow Network through CCP, contingent on reaching a mutual agreement with CCP that can be approved by the Board at its October 10, 2017 meeting to ensure timely inclusion for open enrollment.

Two Sunshined negotiation meetings were held: September 29, 2017 and September 30, 2017, with a continuation on October 2, 2017. The meeting was attended by representatives from Community Care Plan, Broward County's Benefits Consultants - Wells Fargo, Human Resources Division, Purchasing Division, County Attorney’s Office and County Auditor’s Office.
