Requested Action
MOTION TO AWARD open-end contract to low bidder, Ennis Paint, Inc., for Thermoplastic Pavement Marking Material and Glass Beads, Bid No. J2114514B1, for the Traffic Engineering Division, in the annual estimated amount of $571,700, and authorize the Director of Purchasing to renew the contract for two one-year renewal periods, for a three-year potential estimated amount of $1,715,100. The initial contract period shall begin on the date of award and terminate one year from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.
What Action Accomplishes
Provides an open-end contract to purchase thermoplastic pavement marking material and glass beads to mark roadway striping on County-maintained roadways.

Summary Explanation/Background
THE PURCHASING DIVISION, THE PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not assign County Business Enterprise (CBE) goals to this procurement because there are no CBE firms available to supply these products, and there are no subcontracting opportunities for CBE firms (Exhibit 2).

The purpose of the contract is to provide thermoplastic pavement striping material and glass beads for maintenance on County roadways. The County is required to maintain markings on the roadways as part of the pavement striping maintenance program and to comply with the Florida Department of Transportation standards.

The Traffic Engineering Division has reviewed the bid submitted by Ennis Paint, Inc. and concurs with the recommendation for award (Exhibit 3). No vendor performance evaluations were completed for Ennis Paint, Inc.

There was no protest or appeal filed regarding this procurement.

Incumbent: Potters Industries, LLC and Swarco Industries, Inc., Contract Number M1232808B1, Thermoplastic Pavement Marking; Contract Term: August 12, 2014, through August 11, 2017, Expenditures to Date: $839,070.

The bid validity for this procurement expired on October 16, 2017. Ennis Paint, Inc. agreed to extend its bid validity through November 30, 2017 for Bid No. J2114514B1.

The bid posted on June 5, 2017 and opened on June 16, 2017; six bids were received with no declinations (Exhibit 1).
