MOTION TO AWARD open-end contract to the second low responsive, responsible bidder, Dammel Cleaning Enterprise, Inc., a certified Small Business Enterprise, for Group 2, Janitorial Services for Aviation Offices, Bid No. C2113733B1, in the pro-rated amount of $97,976 for a nine-month period, which includes optional items; and authorize the Director of Purchasing to renew the contract for two one-year periods, for a two-year nine-month potential estimated amount of $359,244. The initial contract period will begin on September 1, 2017, or the first day of the month after execution, and terminate on June 29, 2018. The value of the initial term of the contract will be pro-rated based on the actual start date of the contract.

Why Action is Necessary
A. Board action is required in order to terminate for convenience the open-end contract with Admire Cleaning Service Corp.

B. In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.
What Action Accomplishes
A. This action will terminate for convenience the open-end contract with Admire Cleaning Service Corp. for Group 2, Janitorial Services for Aviation Offices, Bid No. C2113733B1. 

B. Provides a contract to furnish all supplies, equipment and labor to provide janitorial services at Broward County Aviation Department (BCAD) offices and various other BCAD buildings.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

On June 6, 2017 (Item No. 30), the Board awarded two open-end contracts to low responsive, responsible bidder, Dammel Cleaning Enterprise, Inc., a certified Small Business Enterprise for Group 1, and to low bidder, Admire Cleaning Service Corp., a certified Small Business Enterprise for Group 2, Janitorial Services for Aviation Offices, Bid No. C2113733B1, for the Broward County Aviation Department.

Subsequent to the award of Group 2 to Admire Cleaning Service Corp. and the June 30, 2017 start date of the contract, the Aviation Department's Maintenance Division began receiving complaints regarding the facilities that were being serviced by Admire Cleaning Service Corp. Multiple communications and meetings took place between June 30, 2017 and July 13, 2017 between Aviation Department staff and Admire Cleaning Service Corp. in an attempt to address the many complaints about its lack of service and qualifications of the service cleaners. At the final meeting on July 13, 2017, which was attended by Aviation Department staff, a representative from the Office of Economic and Small Business Development and Admire Cleaning Service Corp, it was agreed that cleaning services would cease immediately. All keys and security badging would be turned over to the Aviation Department, and all cleaning supplies and equipment would be removed. Admire Cleaning Service Corp. complied (Exhibit 1).

In order to provide uninterrupted services for Group 2 tenants, Sunshine Cleaning was contacted by the Aviation Department to provide such services under provisions of Contract No. R1073611P1, until an interim contract could be put in place.

On July 17, 2017, a memorandum was submitted to the Purchasing Division, from the Aviation Department's Maintenance Division (Exhibit 2), requesting that an interim contract be awarded to Dammel Cleaning Enterprise, Inc., who was the second lowest responsive and responsible bidder for Group 2 (Exhibit 3).  

On July 18, 2017, the Purchasing Division contacted David Melendez, President of Dammel Cleaning Enterprise, Inc., to confirm that Dammel was willing to take on an interim contract for Group 2 with a commencement date of August 1, 2017, and returned the letter on July 19, 2017, confirming its willingness to do so (Exhibit 4).

The Director of Purchasing has awarded an interim contract to Dammel Cleaning Enterprise, Inc., effective August 1, 2017, and this interim contract is to be in effect until the first day of the month after an executed contract has been approved by the Board.
