A. MOTION TO ADOPT budget Resolution No. 2017-472 within the Law Enforcement Trust Fund for the Broward Sheriff's Office in the amount of $79,638 for the purpose of purchasing body camera equipment for deputies at the Fort Lauderdale-Hollywood International Airport and constructing a room at the Fort Lauderdale-Hollywood International Airport to securely store all of the required equipment.

B. MOTION TO ADOPT budget Resolution No. 2017-473 within the Law Enforcement Trust Fund for the Broward Sheriff's Office in the amount of $160,295 for the purpose of developing a Digital Public Safety Program in conjunction with the City of Cooper City.

ACTION:  (T-10:35 AM)  Approved, as amended, with approval being based on assurance that equipment purchased will not be used to exclusively target any particular group, community, neighborhood or other improper targeting.  The Board requested that an Annual Report be provided to the Board showing the methodology and utilization of equipment, in addition to information being provided to the Board as to where technology is deployed by Broward County Sheriff’s Office within Broward County.  (Refer to minutes for full discussion.)

Why Action is Necessary
Florida Statutes 932.7055(5)(a) requires that proceeds from the disposition of liens and forfeited property obtained from criminal procedure and corrections be deposited in a special law enforcement trust fund to be used for law enforcement purposes. Recommendation of the Sheriff and Board approval are necessary to appropriate LETF funds.
What Action Accomplishes
A. Provides $79,638 in LETF funding to the Broward Sheriff's Office to purchase body cameras for deputies at the Fort Lauderdale-Hollywood International Airport and construct a room to securely store all of the required equipment.

B. Provides $160,295 in LETF funding to the Broward Sheriff's Office to develop a Digital Public Safety Program in conjunction with the City of Cooper City.

Summary Explanation/Background
A. The Broward Sheriff's Office is requesting LETF funds to outfit all sworn deputies assigned to the Fort Lauderdale-Hollywood International Airport with a body camera. These cameras will record interactions between the deputies and those they deal with during encounters. This will provide the transparency the public deserves and will increase the accountability of both Broward Sheriff's Office personnel and the public as well while recovering valuable evidence.

B. The Broward Sheriff's Office in conjunction with the City of Cooper City are developing a Digital Public Safety Program aimed at reducing crime and increasing arrests. The City of Cooper City wished to purchase License Plate Readers (LPR) which will provide law enforcement with automated detection of a vehicle's license plate as they pass the reader which has a high speed camera mounted to a mobile trailer. Vehicle plate information is queried against databases containing records of stolen or wanted vehicles as well as vehicles associated with AMBER alerts, missing children, or wanted persons. If a match is identified the law enforcement agency is notified. The immense volume of tags that LPR can scan in minutes in effect makes it a force multiplier in a city's crime prevention efforts.

Fiscal Impact/Cost Summary:
Funds are available within the Law Enforcement Trust Fund for these actions. According to BSO, the current balance of the LETF, as of September 22, 2017, is $4,773,310 in the local account ($3,333,808 of which is unrestricted) and $5,896,736 in the federal account ($3,052,532 of which is unrestricted). These actions will utilize $79,638 in restricted local funds and $160,295 in restricted federal funds.
