MOTION TO ADOPT Resolution No. 2017-480 of the Board of County Commissioners of Broward County, Florida, accepting a donation of outdoor fitness equipment from South Broward Hospital District d/b/a Memorial Healthcare System (“Memorial”), valued at $500 or more, for the use and benefit of the Parks and Recreation Division at Tree Tops Park, contingent upon execution of an Amendment to that certain Agreement between Broward County and Memorial relating to donations by Memorial of outdoor fitness equipment which authorizes the County Administrator to execute Amendments; authorizing the County Administrator to take all administrative and budgetary actions required to implement acceptance; and providing for severability and an effective date. (Commission District 5)

Why Action is Necessary
Section 18.63 of the Broward County Administrative Code provides that donations valued at $500 or more shall be accepted by Resolution of the Board of County Commissioners.

Summary Explanation/Background
PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This item supports the Broward County Board of County Commissioner's (Board) value of cultivating community culture, arts, recreation, and life-long learning, and its related goal of coordinating with community partners to market and deliver world-class recreational opportunities. By accepting Memorial’s donation of outdoor fitness equipment, Tree Tops Park guests will have the opportunity to exercise on sturdy equipment and obtain instruction from Memorial on its use. The donation will enhance the ability of members of the community to actively participate in a healthier lifestyle.

In accordance with Section 18.63, Broward County Administrative Code, the Parks and Recreation Division (Division) recommends the Board accept a donation from Memorial of outdoor fitness equipment and a concrete pad, for installation of such equipment by Memorial, valued at $500 or more, for the use and benefit at Tree Tops Park as part of its commemoration of the 25th Anniversary of Joe DiMaggio Children’s Hospital at Memorial. The donation is contingent upon the County and Memorial executing an Amendment to that certain Agreement between the County and Memorial approved by the Board on August 11, 2015, Regular Meeting (Item No.16), relating to donations of outdoor fitness equipment by Memorial. The Agreement provides authority for the County Administrator to execute amendments to the Agreement for additional donation(s) of outdoor fitness equipment by Memorial for use in other County park locations following acceptance of the donation by the Board.

For a period of not less than 12 months, Memorial will provide educational sessions on a monthly basis, including instruction on the use of the outdoor fitness equipment combined with a cardio (run) program. The County will produce and install signage, benches, and a shade cover. Memorial is planning a ribbon-cutting ceremony at the site of installation at Tree Tops Park in November 2017.

The adoption of the Resolution (Exhibit 1) authorizes Broward County to accept this donation as requested by the donating organization (Exhibit 2).

Fiscal Impact
Fiscal Impact/Cost Summary:
The funding for four benches, $1,624, and a shade cover, $65,000, is allocated in Parks and Recreation Division’s Capital Account. The funding for signage, $1,400, is allocated in Parks and Recreation Division’s General Operating Account.
