MOTION TO ADOPT budget Resolution No. 2017-422 within the Law Enforcement Trust Fund for the Broward Sheriff's Office in the amount of $176,773 for the purpose of providing funds to the Department of Fire Rescue and Emergency Services for body armor ensembles.

Why Action is Necessary
Florida Statutes 932.7055(5)(a) requires that proceeds from the disposition of liens and forfeited property obtained from criminal procedure and corrections be deposited in a special law enforcement trust fund to be used for law enforcement purposes. Recommendation of the Sheriff and Board approval are necessary to appropriate LETF funds.

Provides LETF funding in the amount of $176,773 for body armor ensembles for the Department of Fire Rescue and Emergency Services.

Summary Explanation/Background
The Broward Sheriff's Office Department of Fire Rescue and Emergency Services is requesting to equip Fire Rescue First Responders with ballistic safety ensemble (body armor) to effectively and safely operate in tactical environments that were originally deemed unsafe due to potential threat from hostile persons. This program will provide enough ballistic safety vests (body armor) for every frontline position on fire rescue apparatus thereby standardizing the response profile to an active shooter or hostile threat environment.

Fiscal Impact/Cost Summary:
Funds are available within the Law Enforcement Trust Fund for this action. According to BSO, the current balance of the LETF, as of August 25, 2017 is $4,783,703 in the local account ($3,404,380 of which is unrestricted) and $5,894,869 in the federal account ($3,050,665 of which is unrestricted). This action will utilize $176,773 in unrestricted federal funds.
