MOTION TO ADOPT Resolution No. 2017-426 directing the County Administrator to publish Notice of Public Hearing to be held on Tuesday, September 26, 2017, at 10:00 a.m. in Room 422 of the Governmental Center to consider adoption of a proposed Resolution Amending the Administrative Code, the title of which is as follows:

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO THE BROWARD COUNTY PARKS SYSTEM FEE SCHEDULE; AMENDING VARIOUS SECTIONS OF CHAPTER 37 OF THE BROWARD COUNTY ADMINISTRATIVE CODE ("ADMINISTRATIVE CODE"); CREATING A NEW SECTION 37.47 OF THE ADMINISTRATIVE CODE GOVERNING FEES FOR PROGRAMS, CLASSES, AND TOURS CONDUCTED BY PARKS EMPLOYEES; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

Why Action is Necessary
Section 3.04 of the Broward County Charter requires the posting of notice and a public hearing for adoption of proposed amendments to the County Administrative Code.
What Action Accomplishes
This action allows a public hearing date to be set and adequate notice to be published regarding amending Chapter 37, Part IV, of the Administrative Code pertaining to the Park System Fee Schedule.

Summary Explanation/Background
PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

The Parks and Recreation Division (PRD) staff reviews its fee schedule periodically in order to recommend appropriate revisions for the consideration of, and approval by, Board of County Commissioners. The PRD staff begins the process of fee analysis by conducting a fee survey of competing South Florida Parks and Recreation agencies. The survey provides competitive information on a variety of major revenue generating fees. In addition to the survey, the PRD considers industry trends, current usage patterns, staff feedback, and comparative ages of equipment and amenities.

The PRD is recommending the addition of several fees that have been collected through the use of the pro forma process. PRD uses the pro forma process to test new fees on a temporary, short-term basis prior to recommendation and permanent inclusion in PRD’s fee schedule. The PRD is recommending the inclusion of waivers to park admission fees that are required by changes in the Florida Statutes.

Recommendations were presented and approved by the Parks Advisory Board at meetings on November 7, 2014, November 6, 2015, January 22, 2016, and August 5, 2016.

The Office of the County Attorney drafted the Resolution amending the PRD fee schedule (Exhibit 3).

Fiscal Impact/Cost Summary:
It is recommended that fee schedule changes begin upon adoption by the Board. The proposed fees are projected to maintain current revenues for the PRD.
