MOTION TO APPROVE use of Broward County staff and resources to seek charitable contributions for the Broward Black Elected Officials, Inc. ("BBEO"). (Commission District 9) (Commissioner Holness)

Why Action is Necessary
Under the County's Code of Ethics for Elected Officials, County staff and resources may be used in connection with charitable fundraising and events, including to solicit charitable contributions, if the Board formally approves the applicable charity or fundraising activity.

Summary Explanation/Background
BBEO is a 501(c)(3) organization that supports education through scholarship programs, Historically Black Colleges and Universities (HBCUs), and direct grants to the United Negro College Fund (UNCF).

Pursuant to Sections 1-19(c)(5)(a)3 and (a)4, Broward County Code of Ordinances, an elected official may not use the "staff or other resources of his or her governmental entity in the solicitation of charitable contributions" unless the charity or fundraising event is sponsored by the elected official's governmental entity. By approving County sponsorship of BBEO, District 9 staff will be permitted to engage in charitable fundraising activities in support of BBEO and use County resources incident thereto. Such sponsorship would also enable a fundraising letter to be sent on County letterhead.
