Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT, OFFICE OF JUSTICE SERVICES, RECOMMEND APPROVAL OF THE ABOVE MOTION.

This action supports the Commission Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable," and the Goal to "deliver evidence based services to the public, and connect customers and their family members to sustainable support, with special emphasis on financial supports."

The Board of County Commissioners, under the auspice of the Human Services Department, Office of Justice Services, will establish a Juvenile Post Arrest Diversion (JPAD) program with a budget of $126,000 from the Broward Behavioral Health Coalition, Contract 34381-17, Amendment 01, Resolution No 2017-375 (Item 88, August 22, 2017), effective July 1, 2017. The JPAD program is designed to prevent youth enrolled in the program and diagnosed with serious mental health and/or co-occurring substance abuse disorders from becoming deeper involved in the juvenile justice system. Youth under the age of 18, and arrested for a 3rd degree non-violent felony, will be eligible to participate in the program. The JPAD program will serve a total of 30 youth for up to one year. These youth will be enrolled in MRT and immediately linked to targeted behavioral health services. The youth's family will also be engaged in services. Upon successful completion, the Office of the State Attorney will no longer prosecute (nolle presequi) the youth's case.

Fiscal Impact
Fiscal Impact/Cost Summary:
The two case managers for the JPAD program will be funded 100% under the Broward Behavioral Health Coalition Agreement. Funding in the amount of $126,000 will be available within the Juvenile Predisposition Services Grant Fund 93027, and when the funding ends, the positions will expire.
