MOTION TO AWARD open-end contract to low bidder, Stanford & Sons Trucking Corporation DBA Stanford Construction Company, LLC for Aggregates, Bid No. P2113623B1, for Highway and Bridge Maintenance Division, in the annual estimated amount of $197,159, and authorize the Director of Purchasing to renew the contract for two one-year renewal periods, for a three-year potential estimated amount of $591,477. The initial contract period shall begin on the date of award and terminate one year from that date.

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program, nor assign County Business Enterprise participation goals to this solicitation based on the review of the scope of work requested (Exhibit 2).

The purpose of this contract is to provide aggregates for use in various landfill, road maintenance and special projects. Aggregates are a broad category of coarse particulate material used in construction, including but not limited to sand, limerock, gravel and other crushed rock. The Highway and Bridge Maintenance Division uses aggregates for road repairs, and various other County agencies use aggregates for special projects.

The Highway and Bridge Maintenance Division reviewed the bid submitted by Stanford & Sons Trucking Corporation DBA Stanford Construction Company, LLC and concurs with the recommendation for award (Exhibit 3). Three vendor performance evaluations were completed for Stanford & Sons Trucking Corporation DBA Stanford Construction Company, LLC; the firm had an overall rating of 4.09 out of a possible 5. 
 
There was no protest or appeal filed regarding this procurement. The bid posted on January 31, 2017 and opened on February 17, 2017; three bids were received with no declinations (Exhibit 1).

Incumbent: ABC Transfer, Inc. Contract Title: Aggregates, Contract No. M1305103B1, Contract Term: March 3, 2015 to March 2, 2017. Expenditures to date: $287,695.
