THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This Program supports the Board's Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable," and the Goal to "Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems..."
Impact Broward, Inc. (Impact Broward), through its federally-funded Senior Companion Program, trains volunteers to help eligible elders remain independent and age in place. The volunteers are low-income residents of Broward County, 60 years of age or older, who are trained to successfully interact with socially isolated elders. The volunteers accompany frail, previously homebound elders to medical appointments and recreational activities and may also assist them with grooming, hygiene, light chores, meal preparation, making appointments and understanding information. They offer assistance to elders in accomplishing their activities of daily living with dignity and independence. During the past year, Impact Broward provided over 12,000 volunteer hours to Elderly and Veterans Services Division (EVSD) clients. This Memorandum of Understanding (MOU) between Impact Broward and Broward County, effective from October 1, 2016 through September 30, 2019, is for the purpose of providing Impact Broward volunteers with meaningful opportunities to assist EVSD's clients in coping with non-medical activities of daily living. EVSD will serve as a Volunteer Station, accepting volunteers from Impact Broward to serve assigned clients according to individualized care plans. Impact Broward will provide adequately trained volunteers who have successfully completed the State of Florida's Level 2 Background Screening, consistent with Section 430.0402 and Chapter 435, Florida Statutes. EVSD develops client care plans and supervises volunteers' performance of the assigned tasks.
This retroactive approval is necessary due to the federal grantor's delay in executing their agreement with Impact Broward. The MOU is in the format required by Impact Broward, who has already signed it and thus County will be signing last. The County Attorney's Office has reviewed and approved this MOU as to form. |
