Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4 and 21.135.e, the Board is required to approve all purchases exceeding $250,000, and the Director of Purchasing shall have the authority to enter into a contract awarded by another public procurement entity.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/SOLID WASTE AND RECYCLING SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not establish a County Business Enterprise (CBE) goal for this procurement, because there are no certified CBE firms that may be able to provide the service requested (Exhibit 2).

The purpose of this contract is to provide an articulated off-road dump truck for use by the Solid Waste and Recycling Services Division.

In accordance with the Broward County Procurement Code, Section 21.135.e., the Director of Purchasing shall have the authority to enter into a contract awarded by a public procurement unit, provided that the procurement was accomplished under generally accepted public procurement principles.

The contract for the Florida Sheriffs Association and Florida Association of Counties was awarded on October 1, 2016 and expires on September 30, 2017. The contract provides for the purchase of cab and chassis trucks and other fleet equipment. This contract was competitively advertised and awarded to multiple vendors by specification, manufacturer and zone. The Florida Sheriffs Association and Florida Association of Counties allowed options for agencies to add or delete equipment and/or features from the base vehicle specification, and to allow for an upgrade or downgrade to a manufacturer's model with a different engine size or horsepower (Exhibit 1).

The Solid Waste and Recycling Services Division reviewed the quote submitted by Nortrax, Inc. (Exhibit 4) and concurs with the recommendation for award (Exhibit 3).  One performance evaluation was completed for Nortrax, Inc.; the firm has an overall rating of 4.65 out of a possible 5.0.  A copy of the vendor performance evaluation is available upon request.

The amounts referenced in this agenda were rounded off to the nearest whole dollar.  The Quote from Nortrax, Inc.  reflects the actual amount of the award.
