THE LIBRARIES DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This action supports the Commission's value in cultivating community culture, arts, recreation, and life-long learning.
In 1999, the Broward County Commission and the School Board of Broward County (SBBC) entered into a Master Agreement that provided for a formal cooperative relationship between the Libraries Division and the School Board. The agreement was amended in 2002, and replaced in 2010 with a new Master Agreement for a five-year term, then amended and restated in its entirety in 2012 and the agreement expired in 2015.
As in previous years, both the Libraries Division and SBBC recognize the value of the collaborative relationship between the organizations. A new focus in this collaborative agreement is the commitment to become a “ConnectED Library” by providing students with access to a BCL Digital Direct Student Library Card. This agreement formalizes the commitment to support the national initiative to connect students with library resources through library card registration, data sharing and protection of student’s personally identifying information. Both the County and SBBC will promote annual learning programs, career days, and literacy activities as well as share information regarding professional development opportunities. Additionally, the Library will continue to serve as a venue 2-3 times annually for display of school projects and performances.
In Year 1, the SBBC will provide funding in the amount of $75,000 to support an eBook collection accessible to students through the dual use library card. In Years 2, 3, 4, and 5 the SBBC funding for the eBook collection will be based on the rate $1 per FTE student whose parent or guardian has opted in to the program for a maximum amount of $100,000. Additionally, the SBBC will contribute $25,000 to support a joint Summer Learning Program.
