MOTION TO NOTE FOR THE RECORD that between June 14, 2017 and August 10, 2017, the County Administrator executed 16 grant agreements/amendments, and 17 budget Resolutions.

Why Action is Necessary
The County Administrator must provide notice to the Board of all grant agreements signed during a scheduled Board recess or period when the Board does not formally meet, at the Board's first formal meeting after such absence.
What Action Accomplishes
Provides notice of all grant agreements/amendments executed during the Board of County Commissioners’ 2017 summer recess in accord with Section 20.31.b.3., Broward County Administrative Code.

Summary Explanation/Background
This item supports the following Goals contained in the 2016-2020 Commission Strategic Plan, as amended:
  1. Effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.
  2. Seek funding for, implement policies and pursue projects promoting, the use of alternative energies and sustainable practices. 
  3. Educate the public about the fragile South Florida ecosystems, impacts of severe weather, sea level rise, and climate change, with special emphasis on the coral reef ecosystem.
Section 20.31.b.3, Broward County Administrative Code, authorizes the County Administrator to execute any and all grant agreements on behalf of the Board during any scheduled Board recess, and during any period of time when the Board does not formally meet and non-action by the County would jeopardize receipt of a grant. The County Administrator must provide notice of all grant agreements executed during the Board’s absence in a report at the first formal meeting after the Board returns.

Since the Board's last scheduled meeting on June 13, 2017, the County Administrator executed the following grant agreements/amendments:
 (1) Environmental Protection & Growth Management Department (EPCRD) as recipient of $25,000 from Funders' Network to provide at-risk students an opportunity to study environmental science and community advocacy within the Broward Municipal Services District. The Agreement required a match of $25,000 from the Community Foundation of Broward (see #2). This agreement is effective May 4, 2017 to August 31, 2018. Executed on July 17, 2017. (2) Environmental Protection & Growth Management Department (EPCRD) as recipient: The Community Foundation of Broward provided required match (see #1) to provide at-risk students an opportunity to study environmental science and community advocacy within the Broward Municipal Services District. The agreement is effective September 1, 2017 to August 31, 2018. Executed on July 17, 2017. (Exhibit 3 - The EPGMD-CFB Agreement) Budget Resolution No. 2017-374. (3) Human Services Department, Broward Addiction Recovery Center (BARC) as recipient of $585,359 from the Broward Behavioral Health Coalition (BBHC), Amendment 1.  This grant, effective July 1, 2017 to October 31, 2017, supports case management for juveniles and adults that receive substance abuse treatment services.  Executed on August 4, 2017. (4) Human Services Department, BARC, as recipient of $40,404 from Broward Behavioral Health Coalition, (BBHC), Amendment 2. This grant, effective on June 1, 2017 to June 30, 2018, supports the provision for medication assisted treatment of opioid to outpatient clients. Executed on June 19, 2017. (5) Human Services Department, Elderly and Veterans Services Division (EVSD) as recipient of $20,000 from the Areawide Council on Aging (ACA). Amendment 2 provides services to meet the changing needs of individuals and families affected by Alzheimer’s disease and similar memory disorders. Executed on June 30, 2017. (Exhibit 9 - EVSD-Alzheimer’s-2017 Amendment 2). Budget Resolution No. 2017-363 (Exhibit 10 - EVSD-Alzheimer’s-2017 Amendment 2 Budget Resolution).

(6) Human Services Department, EVSD, as recipient of $829,181 from the ACA. The 2018 grant supports the needs of clients with Alzheimer’s disease, their families, and caregivers. The agreement is effective July 1, 2017 to June 30, 2018. Executed on June 30, 2017. (Exhibit 11 - EVSD-Alzheimer's 2018 Agreement). Budget Resolution No. 2017-362. (7) Human Services Department, EVSD, as a recipient of $5,806,272 from the  Community Care for the Elderly (CCE) 2018 Agreement to support the provision of case management and services to frail elders. (8) Human Services Department, EVSD, as recipient of Home Care for the Elderly (HCE), 2018 funds in the amount of $185,375 to support services to frail elders and their caregivers. The agreement is effective July 1, 2017 to June 30, 2018. Executed on June 30, 2017. (Exhibit 15 - EVSD-HCE 2018 Agreement). Budget Resolution No. 2017-360. (9) Human Services Department, EVSD, as recipient of an increase in CCE 2017 funding in the amount of $16,667 to support the provision of case management and services to frail elders. (11) Environmental Protection & Growth Management Department, Animal Care & Adoption Division: Community Foundation of Broward Agreement, in the amount of $20,000 supporting basic needs kits for foster home volunteers caring for newborn kittens. (12) Human Services Department, Community Partnerships Division: Nancy J. Cotterman Center (NJCC) as recipient of additional Florida Council Against Sexual Violence funds in the amount of $193,715. The grant provides services for the Rape Crisis Center and is effective July 1, 2017 to June 30, 2018. Executed on July 21 2017. (Exhibit 23 - NJCC-Rape Crisis Amendment 1). (13) Human Services Department, Community Partnerships Division: NJCC as recipient of additional Florida Department of Health funds (2015 Agreement Amendment 5), in the amount of $1,397,150. The grant provides medical services for abused and neglected children. Executed on July 21, 2017. (Exhibit 25 - NJCC 2015 Amendment 5). Budget Resolution No. 2017-371. (14) Human Services Department, Community Partnerships Division: NJCC, as recipient of additional Florida Council Against Sexual Violence 2017 funds in the amount of $25,015 to provide sexual assault recovery services to primary and secondary victims. (15) Broward Sheriff’s Office: Florida Department of Law Enforcement Justice Assistance Grant (FDLE/JAG), in the amount of $26,000. The grant purpose is to pay overtime for personnel who participated in an emergency at the Hollywood/Ft. Lauderdale International Airport. The agreement is effective January 1, 2017 to September 30, 2017. Executed on August 1, 2017. (Exhibit 29 - BSO-JAG-FLL Agreement). Budget Resolution No. 2017-373. (16) Environmental Protection & Growth Management Department, Housing Finance & Community Redevelopment Division: Hurricane Loss Mitigation Program (HLMP) Agreement, in the amount of $194,000. The grant provides storm mitigation retrofit improvements to residences in the Broward Municipal Services District. The agreement is effective from the date of execution (August 7, 2017) through June 30, 2018. (Exhibit 31 - EPGMD-HLMP-Agreement). Budget Resolution No. 2017-377. (17) Transportation Department, Transit Division as recipient of $3,890,054 from Florida Commission for the Transportation Disadvantaged to continue state funding for paratransit services. The original application agreement was approved by the Board on 6/6/17 Item No. 56 without a budget resolution. Budget Resolution No. 2017-376.
