Broward County Commission Regular Meeting

A. MOTION TO RETROACTIVEY APPROVE Grant Agreement between Broward County and the State of Florida, Department of State, Division of Cultural Affairs (Grant No.18.c.p.s.500.208) in the amount of $46,081 for the General Program Support to assist the Cultural Division with its on-going initiatives for the period July 1, 2017 through June 30, 2018; authorize the County Administrator to execute the Grant Agreement, and approve and execute amendments subject to prior approval of the Office of the County Attorney; and authorize the County Administrator to sign other documents related to the grant. (State Grant amount $46,081; County Match $46,081).

B. MOTION TO ADOPT budget Resolution No. 2017-402 within the Local Arts Agency Support Fund to appropriate revenue in the amount of $92,162 (includes $46,081 of County’s cash match) for the purpose of general program support; and authorize the County Administrator to take any necessary administrative and budgetary actions to implement the grant.

A. Pursuant to Chapter 20, Part V, Section 20.31.b.3 of the Broward County Administrative Code, grant agreements require the Broward County Board of County Commissioners’ (Board) approval.

B. Pursuant to Chapter 20, Part II, Section 20.16 of the Administrative Code, budget Resolutions require Board adoption.

A. Provides State funding to support on-going initiatives of the Cultural Division and authorizes the County Administrator, to sign documents related to the grant.

B. Allows acceptance of grant funds and transfer of funds within the Local Arts Agency Support Fund.

CULTURAL DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

This item supports the Board's value of "Cultivating community culture, arts, recreation and life-long learning" and goals relating to providing diverse artistic, cultural, educational and historical amenities and programs that contribute to a vibrant, multi-cultural and economically-viable community.

The grant funding from the State of Florida will provide supplemental funding for Division events, marketing initiatives, program and staff support. Grant funds will also be used to supplement partial salary for a secretary who will assist staff with the management of workshop registration and purchasing functions; and marketing including promoting tourism by enhancing and advancing ArtsCalendar.com nationally, and to develop a video platform applications designed to share and promote cultural happenings in the County through short videos.

The County is required to use the Grant Agreement which is in the State of Florida’s contract format to receive the State of Florida’s funds. Section 42 of the Grant Agreement provides for venue in Leon County, Florida, for any legal action arising under the Agreement.

The Grant Agreement has been reviewed and approved as to form by the Office of the County Attorney and has been reviewed and approved as to insurance requirements by the Risk Management Division.
